BREAKING: Cebu’s Nicole Borromeo, representing the Sinulog Festival, is Reyna ng Aliwan 2019, besting 22 other candidates from across the country. The ninth delegate from Cebu to bag the title, the 18-year-old was also chosen Best in Festival Costume.
