Reverend Fathers, fellow members of the Legion of Mary of the Senatus of Northern Philippines present here today at Hospicio de San Jose: Good morning.

From a single praesidium with 16 active members on July 21, 1940, the Legion of Mary in the Philippines has grown and taken unshakable foundation, now comprising five Senatus: the Senatus of Cebu, Senatus of Mindanao, Senatus of Bicolandia, Senatus of Western Visayas, and Senatus of Northern Philippines—all autonomous bodies reporting directly to the Concilium, the highest governing body of the Legion, with its headquarters in Dublin, Ireland.

Today, the Legion of Mary in the Philippines commemorates its 86th founding anniversary. The organization was established through the efforts of a Spanish Vincentian priest, Fr. Manuel Gracia, CM, who was inspired by an advertisement for the Legion of Mary in The Boston Pilot, a Catholic newspaper published in the United States, which invited readers to establish Legion branches in their parishes. After receiving the Legion’s reference materials, Fr. Gracia lost no time in reprinting excerpts in Rafagas, the official publication of the Sisters of Charity, for which he served as editor. Once he secured formal permission to establish the Legion of Mary in the Philippines from the Archbishop, Most Rev. Michael J. O’Doherty, Primate of the Philippines, the first praesidium was established on July 21, 1940, at this very Hospicio de San Jose, where we gather today. Presided over by Fr. Gracia, it was named the Purification of Our Lady—and was also the very first praesidium of the Legion of Mary in the entire Far East. Sis. Joaquina Lucas, then a professor at the University of Santo Tomas, served as its first president, with Fr. Gracia as Spiritual Director. Later, Fr. Gracia established a second praesidium here at the Hospicio, named the Visitation of Our Lady, with Sis. Pacita Santos, a law graduate from UST, appointed as its president.

Through their unwavering dedication and love for the mission of the Blessed Mother, the Legion of Mary has continued to flourish, grow in membership, and meet spiritual needs across generations—even amid two major global disruptions: the Second World War and the COVID 19 pandemic. While we faced temporary declines in membership, under the guidance and accompaniment of the Blessed Mother, the Legion of Mary in the Philippines remains deeply alive, and will continue to win souls for God, especially in the most remote communities.

The 22nd Biennial Conference, held in Naga City, Camarines Sur in June 2025 and attended by all five Senatus of the Philippines, confirmed that the Legion remains fully committed to its mission. It also reaffirmed our resolve to do even more to bring souls closer to God through the following core objectives and key result areas for 2025–2027:

1. Spiritual Formation: Emphasizing the promotion and deepening of Patrician Units, the Totus Tuus journey, catechetical instruction, and efforts to increase praetorian membership.
2. Legion Formation and Training: Focusing on regular study of the Legion Handbook and faithful observance of the master apprentice model of formation.
3. Legion Administration: Expanding and strengthening existing praesidia through extension work, and providing guidance and support to struggling or newly forming councils and praesidia.
4. Legion Apostolate: Organizing and carrying out the Exploratio Dominicalis at the praesidium level, Holiday Apostolate at the council level, and Peregrinatio Pro Christo to remote parishes most in need of evangelization.
5. Youth Ministry: All senior praesidia are called to actively establish and sustain junior praesidia, and to hold youth camps and formation programs similar to the Maria et Fides initiative.
Guided by the resolutions of the 22nd Biennial Conference and the Senatus’s Strategic Plan titled RENEWAL, REACHING OUT, we are pleased to share these key milestones achieved in service of our mission:
1. In person consultations by Senatus officers with the Regia of Lipa, Regia of Malolos, Regia of Antipolo, Comitium of Vigan, and Curia of Baguio, to hear their concerns directly and identify how the Senatus can best support them.
2. Elevation of the following councils to Comitium and Regia status:
o Comitium of Kawit
o Comitium of Dasmariñas
o Comitium of Northern Manila
o Regia of Imus
o Comitium of Holy Cross, Novaliches (established following the realignment of ecclesiastical boundaries)
3. Ongoing extension work and pastoral care in: Pangasinan (Dagupan, Alaminos, Bani); Nueva Ecija (San Jose); Aurora Province (Maria Aurora); Quezon (Infanta); and the Military Ordinariate of the Philippines.
4. A Junior Legion Caravan in Puerto Princesa, Palawan, to expand junior membership in the Comitium; and a Peregrinatio Pro Christo mission in Tabuk, bringing the Gospel to isolated communities.

All these achievements mean little, however, if we legionaries do not first transform ourselves and then touch the lives of others. Above all, the primary purpose of the Legion is our own personal holiness. As the Legion Handbook states: “The general and essential means by which the Legion of Mary is to effect its object is personal service acting under the influence of the Holy Spirit, having Divine Grace as its moving principle and support, and the glory of God and the salvation of souls as its final end and purpose.” As Fr. Joel Rescober, CM reminded us in one his allocutiones: as legionaries, we must never underestimate the power of small, faithful acts in advancing our mission to bring souls to God—but this work must begin with ourselves. Let us strive to be an inspiration to others, so that they may see Christ through the example of the Blessed Mother.

Before I conclude, I wish to thank Rev. Fr. Joel Rescober, CM, Spiritual Director of the Senatus as main celebrant; our dear Rev. Msgr. Celso Ditan, former Senatus Spiritual Director, Rev. Fr. Danny Carolino, CM, Rev. Fr. Emil Jaruda Jr.,OAR for concelebrating this Mass; Sr. Martha Gamolo, DC and staff, for welcoming us again here at Hospicio de San Jose; and all legionaries present today, as well as those joining us in spirit from their parishes. The Humble Beginning of the Legion of Mary in the Philippines

A Retelling of a Story of Faith, Courage, and Mary's Quiet Work

Great works of God rarely begin with fanfare. More often, they begin in silence—with one person who listens, another who responds, and a few faithful souls willing to say "yes." Such was the story of the Legion of Mary in the Philippines.

It was July 21, 1940. Manila was a bustling city, yet tucked away within the Hospicio de San Jose on Isla de Convalecencia stood an ordinary sewing room called the Obrador. It was far from the grand churches or spacious parish halls where one might expect a new Catholic movement to be born. But God often chooses humble places to accomplish extraordinary things.

The story began with Fr. Manuel de Gracia, C.M. While reading a copy of The Boston Pilot, a Catholic newspaper, he discovered an article about a remarkable lay apostolate that had begun in Dublin, Ireland—the Legion of Mary. Inspired by what he had read, he wrote to the Legion headquarters in Dublin, requesting its official handbook, materials, and guidance for establishing the movement in the Philippines.

Filled with confidence in Our Lady and a desire to bring souls to Christ, Fr. Manuel de Gracia invited a small group of devoted Catholic women to begin this new apostolate. Among them were Joaquina Lucas and Pacita Santos, who would later become recognized as two of the pioneering legionaries of the Philippines.

On July 21, 1940, Fr. Manuel de Gracia, C.M., together with fifteen pioneering legionaries—including Joaquina Lucas and Pacita Santos— officially established the first Legion of Mary praesidium in the Philippines at the Hospicio de San Jose. They lovingly gave it the title "Purification of Our Lady." More significantly, it became the first Legion of Mary praesidium in the entire Far East, marking a historic milestone in the worldwide expansion of the Legion.

Their meetings were simple. They gathered in the humble Obrador, the sewing room of the Hospicio, with no grand facilities or abundant resources—only prayer, formation, fraternity, and a sincere desire to serve Christ under the loving leadership of the Blessed Virgin Mary. Yet from that modest room, the seeds of a nationwide apostolate were quietly planted.
God blessed their fidelity. In just over a year, by December 1941, the Legion had already grown to fourteen active praesidia throughout the Manila area. Then came the outbreak of the Second World War. Like much of the country, Church activities were disrupted, and many apostolates struggled to survive.

Yet the Legion endured.

Through the faith, perseverance, and courage of its members, the work continued despite the hardships of war. The small seed planted in the Obrador was not destroyed. Instead, it took deeper root, continuing to grow through the grace of God and the maternal guidance of the Blessed Virgin Mary.

Today, what began in a simple sewing room with Fr. Manuel de Gracia and fifteen pioneering legionaries has grown into one of the most influential Marian apostolates in the Philippines. Countless Filipinos have been formed in the faith, families have been evangelized, and generations of legionaries have dedicated themselves to bringing Christ to others through Mary.

The story of the Legion of Mary in the Philippines reminds us that God does not measure success by the size of the room, the number of people, or the resources available. He simply asks for generous hearts willing to answer His call. From a quiet sewing room in Manila, Our Lady raised an apostolate whose influence now reaches parishes, homes, schools, hospitals, prisons, and communities across the nation and beyond.

As we celebrate the 86th Anniversary of the Legion of Mary in the Philippines, we give thanks to God for Fr. Manuel de Gracia, C.M., the fifteen pioneering legionaries—including Joaquina Lucas and Pacita Santos—and all those who faithfully carried the Legion's mission forward through the decades. Their humble "Fiat" continues to inspire legionaries today to serve Christ under the standard of Mary.

Legion of Mary Awareness Month this July is not just about spreading devotion to Mother Mary and inviting new members. It is also a time to reflect on our role as Legionaries — especially as officers of a praesidium or council. Let us look back at what is written in the Handbook: the 4 Standing Instructions and the Legionary Promise, to strengthen our service as servants of Mary. Ask yourself: How am I living out my vocation as a member or officer? Am I fulfilling my duties well before Mary? 😇
