The CBCPβs Episcopal Commission for the Pastoral Care of Migrants and Itinerant People held its 7th Luzon Regional Assembly for the Migrantβs Ministry last August 5, 2022, from 8:30 in the morning until 4:00 in the afternoon via Zoom. Around 27 dioceses or 61% of the dioceses in Luzon with 82 participants attended the assembly under the umbrella of ECMIβS Luzon Inter-Diocesan Coordinating Council for Migrants' Apostolate (LUDICMA).

The CBCPβs Episcopal Commission for the Pastoral Care of Migrants and Itinerant People held its 7th Luzon Regional Assembly for the Migrantβs Ministry last August 5, 2022, from 8:30 in the morning until 4:00 in the afternoon via Zoom. Around 27 dioceses or 61% of the dioceses in Luzon with 82 participants attended the assembly under the umbrella of ECMIβS Luzon Inter-Diocesan Coordinating Council for Migrants Apostolate (LUDICMA).
The theme of the assembly is βMigrantβs Ministry, One with the Migrants Sector in the New Normalβ with inspiration from the bible verse of Romans 12:16 βLive in Harmony with One Another. Do not be proud but enjoy the company of the lowly.β
The assembly had discussions on the following:
First, the Luzon Regional Migrantβs Ministry Status and Progress Report which was presented by the ECMI Luzon Coordinator Mr. Edmund Ruga. He presented that in almost 25 years of ECMIβs engagement and collaboration with the dioceses in Luzon, there are now 93% responding to the migrantβs apostolate, a big increase compared to 1995 when it only recorded a few dioceses responding.
Second, the update and orientation about the Department of Migrant Workers (DMW), a newly created department by the government for OFWs, which was presented by its Assistant Secretary, Atty. Fransis Ron de Guzman. He committed to close collaboration with the church on its pastoral programs for OFWs.
Third, the presentations of different initiatives by the Diocesan Migration Commissions based on the programs/advocacies promoted by ECMI such as Combating Human Trafficking, Migrantβs Ministry Structure Building Program, Sons and Daughters of OFW Formation Program (SDOFP), and Local Government Partnership on Migration Concerns:
- The Pastoral Care of Migrants and Itinerants in Novaliches (PAMINOVA) and the Diocesan Ministry against Human Trafficking (DMAHT) represented by Ms. Ruby Ramores, who is the Lay Coordinator of DMAHT, presented their diocesan initiatives to combat human trafficking. The DMAHT in partnership with PAMINOVA is now focusing on the human trafficking prevention and awareness campaign among the young generation.
- The Kalookan Diocesan Ministry for the Pastoral Care of Migrants and their Families (KADMI) represented by its Diocesan Lay Coordinator, discussed their ongoing efforts to mainstream the formation of the Migrantβs Ministry in the different parishes in the Cities of Kalookan, Malabon, and Navotas.
- The Archdiocesan Commission on Migrants and Itinerants of Pampanga (ACMIPP) is represented by its focal program coordinator for SDOFP, Ms. Julie Ann Guevara, an OFW wife and a guidance counselor of Saint Augustine Academy of Pampanga (SAAP), discussed its strong mechanisms in mainstreaming program for the migrantβs children in the different schools of Pampanga.
- The Diocese of Cubao Migrantβs Ministry (DCMM) presented their partnership endeavor with the Quezon City Migration Resource Center. Fr. Fernando Santos, SVD, and Ms. Melde Gamonez are the focal coordinators of DCMM.
In the last part of the assembly, the representative from the Vaticanβs Migrants and Refugees Section, Ms. Naoko Maruyama, who is the Regional Coordinator for East Asia, Southeast Asia, and Oceania, discussed on the theme of the forthcoming World Day of Migrants and Refugees (WDMR) on September 25, which is Building the Future with Migrants and Refugees.
The next plan of the LUDICMA is the holding of sub-regional gatherings to validate the results of the 7th Luzon Assembly wherein dioceses in these sub-regions will have to report specific initiatives and to come up with strong partnership and collaboration among the sub-regions, and to institutionalize the LUDICMA organizational set-up.
The CBCP-ECMI is headed by its Chairman, Bishop Narciso Abellana, MSC who is also the Bishop of Romblon, and Executive Secretary, Fr. Roger Manalo, CS.
