Ito ang paalala sa publiko ni Metropolitan Manila Development Authority (MMDA) General Manager Nicolas Torre III kasunod ng naipon na basura sa isang creek sa Baclaran, Parañaque City matapos ang pag-ulan.

Giit ni Torre, bagaman responsibilidad ng pamahalaan ang paggawa ng mga hakbang pagdating sa flood control, flood mitigation, at pagpapanatili ng waterways, may responsibilidad din ang publiko na maging responsableng mamamayan.

Where Is the Fairness?

It is deeply troubling to think that a poor person who cuts down a tree to make charcoal in order to feed his family can be arrested, while large-scale quarrying and mining operations that can cause far greater damage to our mountains, rivers, and communities are allowed to continue.

This is not to say that cutting trees illegally should be tolerated. The law must protect our forests and natural resources. But the law must be applied fairly to everyone—poor and rich, small and powerful alike.

We cannot be strict with the poor while looking the other way when those with money and influence cause damage on a much greater scale. Environmental laws lose their moral credibility when enforcement falls heavily on those who have the least while those capable of causing the greatest harm escape accountability.

Scripture reminds us: “You shall not act dishonestly in rendering judgment. Show neither partiality to the weak nor deference to the mighty, but judge your neighbor justly.” (Leviticus 19:15)

Protecting creation and protecting the poor should never be treated as opposing concerns. Both are part of our responsibility before God. We must care for our forests, mountains, rivers, and seas, while also asking why some poor families are forced to destroy the very environment on which they depend simply to survive.

The solution is not weaker environmental laws. What we need are fairer laws, consistent enforcement, sustainable livelihoods for the poor, and genuine accountability for those who cause large-scale environmental destruction.

When the small are punished while the powerful are excused, we must have the courage to ask: Where is the fairness? Where is the justice?

Caritas Borongan Inc. successfully conducted the Collaborative Dialogue on Strengthening Children and Youth Rights, Protection and Promotion on July 29, 2026, at Merchweiler Hall, Nativity of Our Lady Cathedral, Borongan City.

The activity convened representatives from the Church, government agencies, educational institutions, and civil society organizations to strengthen collaboration and reaffirm our shared commitment to promoting and protecting the rights, welfare, and holistic development of children and youth.

According to Bishop Varquez, the Samar Island Partnership for Peace and Development (SIPPAD) addresses critical structural challenges affecting the island; its top priority being the island-wide regionalization, “One Island, One Region” Advocacy. "As regional operations remain centralized outside the island, our communities will bear the disproportionate burden of high poverty incidence, struggle to cope with crises, and continue to need to address problems in peace and order despite the island’s vast wealth in natural resources and immense economical value," he said.

“This assembly aims to operationalize a unified, collaborative action for this year and beyond by bringing together stakeholders, kasama ang simbahan, and all concerned citizens in the island. Without the synchronized effort, an pag uswag makuri makab-ot. He also specified the areas of discussion of the 51st SIPPAD Assembly which is fast-tracking the call for administrative independence, ensuring faster delivery of national agency resources to the people of the island, addressing ongoing infrastructure delays, and coming up with disaster resilience building framework, with the focus on the vulnerable sector, securing that they receive their needs and that they are given livelihood opportunities and safety nets to permanently break the cycles of armed conflict in Samar Island.

Most Rev. Varquez assured that the church is one with all the stakeholders in reinforcing the advocacies and promoting the progress of the people of Samar Island.

Established two decades ago, the SIPPAD serves as a vital multisectoral platform for the convergence of the provinces in Samar Island, initially convened collectively by the bishops of the three catholic dioceses: Most Rev. Angel T. Hobayan (Catarman), Most Rev. Leonardo Medroso (Borongan), and Archbishop Jose Palma (Calbayog).
