In organizations, you have to come through the bishop. Now, the BibleâŚthereâs no higher order in the Bible than the elder of the church. Just tell me where itâs at. Thereâs no higher order in the Bible for the church than the elder, which is the pastor. Heâs the highest order of the Bible. 15 And then, if theâthe elder, ifâŚDonât receive any accusation against your elder, unless it first be by two or three witnesses; no matter what anybody says about an elder, donât you believe it until you have two or three witnesses. And let them witnesses be tried first. And then if that elder has done something wrong and these three Holy Ghost witnesses has been tried and proved that theyâve really done something to the elder, then go to the elder, and that sin, openly rebuke him. See, that others might see and take heed.

And if something another comes by, that itâs like moving the pastor, and they want to take a vote on that, you couldnât ask a deacon to do that. Youâd come ask me. Iâd come down, say, âIf you want to move the pastor, tell me why. Has he done anything?â 284 âYes. We caught him, drunk.â Or, âWe caught him doing this, or doing something wasnât right.â 285 âHave you got three witnesses of it?â 286 âYes. We have.â 287 Them witness must first be tried. âDonât receive an accusation against an elder âless it be by two or three witness, and let them first be proved; against an elder.â Then you have to swear to it, that you saw it; and prove it, that you saw it. 288 And then, if you did, then that sin is rebuked openly, that, âItâs wrong.â Then say, âCongregation, do you want to change your pastor?â 289 And if the congregation votes, âForgive him, and let him go on yet,â thatâs the way it has to stand. See? That, isnât that fair? Ainât that the way to run a church? Thatâs what the Bible said. We have no bishops and overseers, and boards and so forth, moves this one in and got a lot of authority. Thereâs nobody got authority here but the Holy Ghost. Thatâs right. He does the moving. And we take Him as the majority of the people, the way the people go.
290 And then if one side wants to do this, and the other side wants to do that, and the side wins, the losing side, what do they do about it? Join right in with the rest of them, say, âWe were wrong, then. Weâll go right on, âcause the Holy Ghost has made that choice.â See? Thatâs exactly right.
291 Like Democrats and Republicans, as long as we stand as a democracy, as Americans. If the Democrats is in, the Republicans should push right on with them; Republicans in, the Democrat push on. See? Thatâs just exactly what makes us a nation. Whenever we break that, we break our democracy. Thatâs right. Democrats say, âI ainât going to do nothing; Republicans was in.â Then we fall. Iâm a Kentuckian: together we stand, and divided we fall.
292 Now, if thereâs anything wrong in the church that you ever know of, some individual or some person or anything, you are duty bound and will answer before God if you donât clear that thing out; you, the church. Now, remember, itâs not on my shoulders. Itâs on yours. And anything wrong in the church, God will make you answer for it. Thatâs right. Thatâs the way He runs His church. Thatâs the way it is in the Bible. Thatâs the order of the Bible. Thatâs the sovereignty of the local church. The pastor is the head. Thatâs right. Amen.
276 By the way, while Iâm speaking, somebody, in around this country somewhere, is guilty of writing some cards, to move Brother Neville out of this pulpit. Youâre going to have to settle that with me. Uh-huh. Thatâs right. Uh-huh. Yes, indeed. Now, I want youâŚSaid the dea-âŚsomething about the deacon board. The deacon board has not one thing to do with that pastor. No, sir. The congregation, in full, has all the authority. It isnâtâŚA deacon board is just the policemen here in this church, just to keep order and so forth. But when it comes to rules, the whole church has to say so. This church is built upon the sovereignty of the local church. Therefore, I have nothing to say in moving this pastor, or putting one in. I own the property; itâs given to the church. You all are the church. You people are the one who control. Youâre the church, yourself. And the Church, the holy Church of God is the sovereignty, of the Holy Spirit in that Church. And the only thing I do is own the property, give it over to this church, as give it over for a church, and itâs tax free. And the church elects their own pastors. I have nothing to do with it. And the only way this pastor could ever leave, would be the pastor decide himself to go, or the majority of the votes of the church would have to say, âChange the pastor.â Thatâs the only way. No deacon board can do it. The deacon board only keeps order and things in the church.
278 But if thereâs any complaint against any member, if a member has a complaint against one another, or something wrong, youâre supposed to go to that brother, yourself, and talk to him, you and he alone. Then if they wonât receive it, then the next thing takes place, you take one of the deacons or somebody, and go with you to that brother. Then if he wonât receive you, then you come tell it to the church. Then if the churchâŚThen if he wonât receive the church, then the Bible said, âLet them be as a heathen and a publican.â Thatâs right.
279 And any persons that knows a guilty person, and you donât go to them and talk, then youâre the part of the church of God is going to answer for that sin. Thatâs right.
280 And if any persons then has aâa complaint against a deacon, or against the deacon or somebody in the church, it takes three people. Three people would come and say, witness, the mouth of two or three witnesses. Come tell the pastor that thereâs a grievance against a deacon. Then if thereâs a grievance against a deacon, the deacon isnât aâa just man, aâa perfect man. He must hold the office of a deacon, blameless, and then found blameless. And if that congregation finds out that that deacon is not holding that office, he gets three with him and takes it to the pastor. That deacon is asked to stay home over the night. And then the pastor fromâŚcomes and brings the congregation together, gives the grievance. And if the congregation votes for the deacon to continue on, the deacon continues on. If he con-âŚvotes for the deacon to be dismissed, they elect a new deacon that very night. See?
281 Therefore, no one person has nothing to do in this. Itâs the majority of the people. Yes, sir. If twenty votes for him, and twenty-one votes against him, he goes; or, vice versa. See? That is, itâs the sovereignty of the local church and, then, each one of the members has a say-so in the church. Anything goes on, wrong, then they can come right around, and the only thing they have to do is to be before God that they are absolutely see that nothing hinders the moving of the church.

72 When the time comes, as under God, if I feel like that Orman Neville canât no more qualify to be pastor here, Iâm going to mention it to the church. When Iâd see one thing here, think that you deacons couldnât qualify to be deacons, Iâm going to mention it to the church, that, âI find out thereâs a certain deacon out here doing something he shouldnât do, and he doesnât keep his post of duty,â and so forth like that, or a trustee or whatever it is. I canât vote it in or out, the church has to do that, but Iâm certainly going to present it before the church. See, because thatâs what it should do. Thatâs what Iâm supposed to be, as overseer, Iâm supposed to look and see whatâs going on. Weâre going to Heaven, not out here somewhere to a rally or something to have a lot of fun and run over one another, and play baseball. Weâre here handling the most gracious thing there is on earth, the Word of God, and itâs to be carried on in godly order.

138 Youâve got a decision to make. Youâre at Kadesh, you see; see, canât stand much longer. Why you halting between two opinions? Why isnât the church on fire? Why isnât the place packed out with people? Why isnât great signs and wonders done? Donât lay it onto the pastor. Itâs you. We got a mixed multitude; one pulling one way, and one the other. Youâve got to come to a time of decision. If itâs the pastor, fire him, get him out and put somebody else in who will take his place. If itâs a deacon, take him off the board and put somebody else in his place, thatâll take the place. What are you going to do, brother? God has put the responsibility upon you. Thatâs it. And weâve, each one, got to give an account for our own sins, and answer at the Day of Judgment. Weâre in Kadesh-barnea!

202 Well, something is wrong with Leo and I; letâs go make it up. And if you see thereâs something, itâs your duty to come to us, and say, âBoth you boys come here and get together. Weâre going to straighten this thing up.â Now, then, if he comes to there, and there come to find out, then, here we are. I say, âWell, first thing, if weâwe canât agree, then you come to the church like that.â 203 And then asâas long as you donât do nothing about it, though, the Blood of Jesus Christ protects us both. See? But then thatâthat old cancer will start another cancer, and that cancer will start another cancer, and the whole thing will be sick, all over, the whole church. Then you get to a place you come into church, and just as cold, youâll have to have the janitor come break the icicles out, âfore the congregation can get in. Now, you know thatâs right. And cold! Somebody set around, you know, and just donât say nothing. âWell, we used to be so spiritual.â Well, what happened? You did run well, what was the matter? See, your sin separates you. And God will hold you responsible for it, brethren. Now Iâll straighten this thing up. 204 Nothing wrong with me, nothing wrong with Leo; itâs the devil got between us. Thatâs right. Get the thing straightened out. Go to him. Then if he wonât listen, or I wonât listen, whichever way it is, then tell it to the church. If he donât come be reconciled to that church in thirty days, then heâs out from under the protection of Jesus. We loose him. Thatâs exactly right. Then watch what takes place. Let God do the discipline then. You got your hands off. You done the best you could. Then let God have him for a little bit; Heâll turn him over to the devil. He will come then. If he donât, his life is just a short span.

Youâve got to have faith in your pastor, as a man of God. If he isnâtâHe isnât, get him out, and get somebody in there that is. Thatâs right. Donât stop the church. Thatâs right, go on. If he isnât a man of God, if he doesnât live, and do, and act, and preach what he should, take him out; put somebody else in that will do it. 49 Now, now, then you got to have confidence. This is the house of judgment, the house of God, where God comes down and passes His judgment. Your pastor is supposed to be a righteous man. The congregationâs supposed to be with him, one hundred percent. Youâre supposed to be just a hundred percent together. And in there, if youâre not, then Satanâs got a way to get in. You got a loophole somewhere, so have everything cleared out.
