Based on various reports and analyses, the ease of corruption in certain public works projects in the Philippines, such as flood control, is often attributed to systemic and institutional weaknesses rather than a single factor. These contributing issues include:

**Lack of Transparency and Oversight:** A key issue is the lack of public access to detailed information about projects, from the bidding process to the actual implementation. The "Sumbong sa Pangulo" website was launched to address this, as it allows for greater public scrutiny.
**Collusion between Officials and Contractors:** Reports have revealed patterns where a small number of contractors are awarded a large percentage of the projects. This can indicate a system of collusion, where public funds are essentially funneled to specific firms, sometimes with substandard work or "ghost projects" as a result.
**Weak Accountability and Due Process:** Despite audits and investigations, holding those involved accountable can be a long and difficult process. This can be due to a lack of political will, a slow judicial system, or challenges in gathering concrete evidence to prosecute officials and contractors.
**"Bicameral insertions" and political influence:** The way the national budget is approved can also be a factor. Allegations have been raised about "bicameral insertions" where lawmakers can allegedly add or realign funds for projects in their districts, sometimes without proper feasibility studies or public consultation. This provides a mechanism for political influence in project allocation.

To all our acquaintances, friends, relatives and loved ones. A very unfortunate tragedy which caused his demise happened to Engr. Rudy B. Pan-oy Jr., the main owner and admin of this part-time business page. He was my partner, my best friend, my only love and soulmate who was my inspiration and guide since the past six years and 8 months we have known each other. He had started to have clients and with my advise, we created this page to promote his side hustles. I also guided him and supported him with the promotion of this page. The Civil Service Commission (CSC) stressed the need for government agencies to put in place measures that promote a healthy workplace, saying that a healthy public sector workforce is a productive workforce.

A rebar spacer is a device that secures the reinforcing steel or "rebar" in reinforced concrete structures as the rebar is assembled in place before the final concrete pour. The spacers are left in place for the pour to keep the reinforcing in place and become a part of the structure.
