The Land Transportation Office (LTO), together with the Philippine National Police โ€“ Highway Patrol Group (PNP-HPG), is intensifying nationwide road operations to strictly enforce ๐‘น๐’†๐’‘๐’–๐’ƒ๐’๐’Š๐’„ ๐‘จ๐’„๐’• ๐‘ต๐’. 10054, also known as the ๐‘ด๐’๐’•๐’๐’“๐’„๐’š๐’„๐’๐’† ๐‘ฏ๐’†๐’๐’Ž๐’†๐’• ๐‘จ๐’„๐’• ๐’๐’‡ 2009.

This initiative aims to save lives and significantly reduce fatal road accidents.

Wearing helmets without proper certification will be treated as if you are not wearing a helmet at all.

To ensure safety and avoid penalties, your helmet must be DTI-certified. Always check for the required markings:
* A visible Philippine Standard (PS) Mark, or
* An Import Commodity Clearance (ICC) Sticker

If your helmet does not have these marks, it will be considered non-compliant.

Under the Republic Act No. 10054, the use of ๐’๐’–๐’•๐’”๐’‰๐’†๐’๐’ ๐’‰๐’†๐’๐’Ž๐’†๐’•๐’” (also known as half-shell or โ€œtaboโ€ helmets) ๐’Š๐’” ๐’”๐’•๐’“๐’Š๐’„๐’•๐’๐’š ๐’‘๐’“๐’๐’‰๐’Š๐’ƒ๐’Š๐’•๐’†๐’….

These helmets do not provide adequate protection and do not meet safety standards required by the Department of Trade and Industry.

Motorcycle riders are strongly advised not to use nutshell helmets, as they are considered non-compliant and unsafe. Wearing one will be treated the same as not wearing a helmet at all, and the rider may be penalized under the law.

The law also applies to sellers. Stores caught selling helmets without PS or ICC markings may face fines of up to โ‚ฑ20,000.

The LTO-NIR once again urges all motorcycle riders to prioritize safety and strictly avoid using unprescribed or uncertified helmets. Let us work together to ensure safer roads for everyone!

No plates are available for release at this time.

Being flagged for a traffic violation no longer means surrendering your driverโ€™s license on the spot.

The Department of Transportation (DOTr) has directed the Land Transportation Office (LTO) to stop the confiscation of driverโ€™s licenses during traffic apprehensionsโ€”a significant change aimed at streamlining enforcement and minimizing roadside disputes.

In a memorandum dated January 9, Transportation Secretary Atty. Giovanni Lopez instructed the LTO to suspend the long-standing practice and review all related issuances to ensure uniform and consistent implementation nationwide.
So, what changes for motorists?

No Confiscationโ€”But Accountability Remains
Under the new implementing guidelines issued by LTO Chief Assistant Secretary Markus V. Lacanilao, traffic enforcers will no longer physically take a driverโ€™s license. Instead, violations will be handled through a digital monitoring system.

๐‡๐ž๐ซ๐žโ€™๐ฌ ๐ก๐จ๐ฐ ๐ญ๐ก๐ž ๐ง๐ž๐ฐ ๐ฌ๐ฒ๐ฌ๐ญ๐ž๐ฆ ๐ฐ๐จ๐ซ๐ค๐ฌ:

License placed under โ€œalarmโ€ status
Rather than being confiscated, a driverโ€™s license with unsettled violations will be tagged under alarm in the LTOโ€™s database.

๐—ฉ๐—ถ๐—ผ๐—น๐—ฎ๐˜๐—ถ๐—ผ๐—ป๐˜€ ๐—ฎ๐—ฟ๐—ฒ ๐—ผ๐—ณ๐—ณ๐—ถ๐—ฐ๐—ถ๐—ฎ๐—น๐—น๐˜† ๐—ฟ๐—ฒ๐—ฐ๐—ผ๐—ฟ๐—ฑ๐—ฒ๐—ฑ
Details of the violation will be reflected in the Temporary Operatorโ€™s Permit (TOP) and immediately encoded into the LTO system.

Motorists have 15 working days from the date of apprehension to pay the corresponding fines. Weekends, holidays, and government work suspensions are not counted.

Failure to settle within the given period will automatically result in a 30-day suspension or possible revocation of the driverโ€™s licenseโ€”without exempting the motorist from paying fines and penalties.

๐—ง๐—ฟ๐—ฎ๐—ป๐˜€๐—ถ๐˜๐—ถ๐—ผ๐—ป ๐—ฃ๐—ฒ๐—ฟ๐—ถ๐—ผ๐—ฑ ๐—–๐—น๐—ฎ๐—ฟ๐—ถ๐—ณ๐—ถ๐—ฒ๐—ฑ
The no-confiscation policy applies prospectively and takes effect 15 days after the January 9 memorandum, covering apprehensions made on or after January 26.
Violations committed before the effectivity date will continue to be processed under the rules in place at the time of apprehension. All previous issuances inconsistent with this policy are considered repealed or superseded.

While roadside license confiscation is now a thing of the past, enforcement has shifted to a stricter, digitally monitored system. Drivers are reminded that settling violations promptly remains mandatoryโ€”failure to do so carries heavier consequences.
