Time for politics is over. Time for our school kids to return to school. We need to start giving them a future and hope. Social media rhetorics will not benefit the students. Government has paid the first quarter of fees already. Parents prepare your school kids for a new journey into their education career and development. The ill-painted politics by opportunists will not help our child's education. Thank you Marape Rosso Government for the fees. The fees paid to Education Department includes project fees as well. We must command the Government for helping out parents again this year.

At the higher education level, the Government also paid K83m to prepare all higher education learning Institutions to continue learning. Building human resources in our country is a key policy for the Marape Rosso Government. HELP program is available for those parents who wish their kids to apply.

ALL DISTRICTS GET K20 MILLION, K100 MILLION FOR EACH MP - PM MARAPE

PRIME Minister James Marape says each district around the country receives K20 million a year for their development plans, meaning that each MP receives K100 million each over their five-year parliamentary terms.

“Whether you are in the Opposition or Government, you are getting K20 million each year (from the) Government,” he said.

“If you (people) will see no development, hold your MP, district development authority, province accountable.”

The Prime Minister launched a five-year development plan for the remote Obura-Wonenara in Eastern Highlands last Friday.

The Prime Minister urged Obura-Wonenara MP John Boito and the District Development Authority to implement their plan in line with the provincial and Government’s plans.

“We want accountability and transparency in the implementation, taking into account the Government’s five key priorities: better education, better health services, better economy, better transport infrastructure, better law and order,” PM Marape said.

PM Marape said linking Obura-Wonenara to Menyamya in Morobe by road, and eventually to connect to the Morobe-Gulf Highway, was part of the Connect PNG programme “to enable farmers to bring coffee to the markets”.

“We can fix our country for the better 30 years from today.

“We can make PNG a better place tomorrow.”

NEVER GIVE UP

By JOEL K ANDREW

Meisy Hunt is the senior Duty Manager for Hideaway Hotel in Port Moresby. She comes from a mix parentage of Manus and Milne Bay heritage.

She completed her upper secondary school studies at Ecom Secondary school in Manus Island. She is one of the ‘drop-outs’ victim of the outcomes base education system (OBE) in Papua New Guinea that affects approximately 10,000 grade twelve students every year. Somehow, she found out that there was a second chance in her educational career when she joined Mapex Training Institute.

Miss. Hunt was a graduate of Mapex Training Institute (MTI). She was one of the pioneers of this locally grown institution who was enrolled two years after its establishment. Meisy graduated in 2019 with a diploma in Tourism and Hospitality management.
After she graduated, she compiled her documents to look for employment. Like everyone, she wasn’t accepted as early as she expected. She kept on knocking on doors with determination and at last, she was accepted the same year, months after graduating to work with Hideaway Hotel.

She eventually became the duty manager in monitoring all staff activities, assignments, responsibilities and their shifts etc. As an alumni network to the institution, Meisy was invited as a guest to share her story to the 24 graduating students during Mapex Training Institute’s recent graduation in Port Moresby for the Diploma in Business Studies class.

While giving her official remarks, she encouraged the graduates about being strong and determined when looking for jobs after graduating. She also stressed about having the energy and drive to pursue further education when missing out on tertiary education scholarship after grade twelve (Gr.12).

” Never give up, always push forward with determination and courage to see success and progress,” said Meisy.
This is her fifth (5th) year with Hideaway Hotel as a duty manager.

Prime Minister Marape Urges Enhanced Accountability and Transparency for Provincial Health Authorities

PRESS RELEASE

Port Moresby, August 9, 2023 - Prime Minister and Acting Health Minister Hon. James Marape has issued a resounding call for heightened accountability and transparency within Provincial Health Authorities (PHAs) across Papua New Guinea.

Speaking in Parliament on Wednesday, August 9, 2023, Prime Minister Marape introduced the Provincial Health Authorities (Amendment) Bill 2023. The bill, which garnered unanimous support from Parliament, aims to amend the Provincial Health Authorities Act (2007), the legislation that established the framework for the 21 Provincial Health Authorities and Boards operating in the provinces.

Prime Minister Marape acknowledged that while the PHA Act (2007) successfully unified a once-divided health service and granted autonomy to PHAs to manage their operations, the current health challenges faced by these authorities are substantial and pose a barrier to the delivery of safe and high-quality health services to the public.

"These challenges encompass matters of CEO accountability, organisational structures, reporting mechanisms, coordination, monitoring, and the effective implementation of the National Health Plan and National Health Service Standards," he stated.

"The sound governance of the health system is a prerequisite for efficient health service delivery. Hence, the Health Department, with the backing of our government, recognises the urgency in addressing these issues.

"The Government perceives the pressing need to tackle these challenges head-on by amending the PHA Act. This revision aims to bolster the overall governance, management, and leadership of PHAs, thereby enhancing the quality of healthcare services in Papua New Guinea. Additionally, it will establish a robust reporting system and foster improved coordination between the Health Department, Provincial Government, and Provincial Health Authority."

The Provincial Health Authority (Amendment) Bill introduces 14 key amendments, which include provisions addressing:

1. Functions of PHAs;
2. Compliance by PHAs;
3. Powers to establish committees;
4. Constitution of boards;
5. Merit requirements for non-ex-officio board members;
6. Annual reporting;
7. Functions of the CEO;
8. Quarterly reporting by the CEO;
9. Appointment of officers;
10. Complaints and investigations;
11. Complaint and investigation processes;
12. Repeal of Sections 59, 60, 61, 62, and 63;
13. Model policy functions of PHAs; and
14. Development of further regulations under the PHA Act.

“As Papua New Guinea seeks to fortify its healthcare landscape, these amendments underscore the Government's commitment to nurturing transparent, efficient, and accountable health services for the nation,” Prime Minister Marape said.

As a leader of PFP, I want to thank the PANGU Party for their confidence and trust in giving our 4-member party a new Ministry today. It is a very good appointment because Hon. Sawang has the qualifications and merit, and she will do a very good job. We as a party believe in high performance and we thank Prime Minister Marape for one of the best appointments that he has made in appointing Hon. PUBLIC SERVANTS WITHOUT NID TO BE REMOVED FROM PAYROLL

Public Servants employed in National Capital District who do not have an National Identification Card will be immediately removed from the Government Payroll as of Pay 15 or by the end of this month.

Minister for Public Service Joe Sungi has directed the Department of Personnel Management (DPM) to adhere to Ministerial Directive No.1/2023 which the minister had issued on January 26 this year.

With this directive, public servants in NCD have two paydays to register.

“This directive issued to all heads of agencies stipulates that public servants paid through GoPNG Payroll will have to be registered by the end of June to remain on payroll, as part of the exercise to identify ghost employees paid through the government payroll,” the minister stated in a media statement yesterday.

Mr Sungi further directed that all Public Servants must be registered in order for DPM to do payroll cleansing to comply with the 1PPP Policy and identify real persons against Public Service positions.

“I directed DPM and all other agencies at hiring points to immediately take action to remove respective officers in NCD who are without NID from the payroll,” he said.

“We will commence the exercise to cease public servants without NID in NCD and later do the same for provinces by the end of August. By the end of August, NID for provinces must be completed,” the minister said.

Numerous circular instructions have been issued by Secretary DPM since NEC Decision 71/2017,18/2021 and 380/2021 were taken on NID.

Mr Sungi said as a result, the secretary for DPM took action and issued Circular Instructions; 9/2016, 6/2020 and 30/2020 to all agency heads which were allegedly ignored without adherence.

“This directive is now to take action and put all public servants without NID off the payroll.
“There are 307 public servants in NCD from 49 agencies as listed who are yet to be registered with their NID,” he said.

Mr Sungi said he had directed that as at the end of June, action must be undertaken on this directive to effect the decision.

"BSP IS A MONSTER ROBBER"
SAY NO TO PERSONAL LOAN!

//By Edward Kepa//

This is to advise those who did not get a personal loan from BSP don't access this GHOST service.
Those of us who got a personal loan experienced the following;
1. We paid their administration fees,
2. We paid capital annual interest together with capital borrowed,
3. The most disgusting thing and pain in the nerves BSP does is IT IMPOSES ADDITIONAL 2.3% ON CAPITAL BALANCE AT END OF EVERY MONTH WHICH ACCUMULATES THE BALANCE. THEREFORE end of every month your capital balance instead of reduces it will increase.
The BSP is cheating on customers/loan clients because this particular part BSP normally does not reveal to the loan proponents.
4. The other trick in relation to No. 3. BSP advises clients to increase loan repayment period, thus more months in repayment periods BSP imposes 2.3% to capital balance at end every month that's how they rob from clients.

Advice to the public:

1. Educate the other potential clients NOT to seek BSP personal loan seek other personal from other financial institutions which are attractive than BSP.

2. Those who have enough money to pay off the loan balance you do so to saĺvage yourself from BSP criminal tactic or seek other financial institutions who don't charge interest on capital balance and refinance it.

3. Whoever has influence or any contact with Bank of PNG and Minister for Treasury and Minister for Finance should avail this issue to their attention to audit BSP and stop BSP from robbing small people so can save some money to meet other personal needs/wants or use to do some income generating activities.
Thank you.

NB: Everyone must share this so that BPNG, the Regulatory Team will ensure that BSP is operating within its confines.
