God's method before committing Himself to a man, is to check what's in the man's hand and on his heart. For Moses, it was a serpent that looked like a rod and in his bossom was a leprosy that feigned normal. When God revealed and dealt with those latent issues, his potentia​ls became possibilities and God was glorified thereafter.
