Culture started with human beings
From Genesis, God made man and gave him work, family, language, and dominion _Genesis 1:26-28. That was the first culture: farming, naming animals, building, worshipping God.

As people multiplied, they formed tribes, nations, and traditions.
Genesis 11:1-9_ — The Tower of Babel scattered people and gave rise to different languages and cultures.

So every culture has a history because every group of people has a story.
