A man known as Prince Adeniyi Matthew created a fake agency called the Presidential Foreign Intervention Promotion Council, appointed himself Director-General, secured office space at the Federal Secretariat, opened a CBN account in its name, received a N1,302,978,784 allocation in the 2026 budget, summoned ambassadors, held strategic sessions with ministers, and represented Nigeria at international conferences.
Photos circulating with the post show Matthew in an office with a “Presidential Economic Advisory Council / Presidential Foreign Intervention Promotion Council” seal, flanked by portraits of President Bola Tinubu and himself, and in a meeting room bearing the Federal Ministry of Humanitarian Affairs insignia.
The Presidency, in a July 1, 2026 statement via Bayo Onanuga, said Adeyemi Adeniyi Matthew paraded himself as DG of the fictitious Presidential Foreign Intervention Promotion Council / Presidential Economic Advisory Council, forged his appointment letter, and met ambassadors at the Wells Carlton Hotel, Asokoro on October 10, 2025.
According to the statement, citing police findings, Matthew fraudulently opened a CBN account and operated 34 bank accounts, nine in the names of fictitious agencies. Police said no government money was transferred into the account. The Presidency also denied Matthew’s counter-allegation that Chief of Staff Femi Gbajabiamila demanded a N27.3bn take-off grant and collected N400m.
The claims of a N1.3bn 2026 budget allocation, a Federal Secretariat office, ministerial strategic sessions and international representation have not been confirmed in the official July 1 filing.
