OFFICIAL DECLARATION OF INTENT TO CONTEST: AS MEMBER OF BENUE STATE HOUSE OF ASSEMBLY.

Ado State Constituency
My dear people of Ado State Constituency,
With humility, gratitude to God, and a deep commitment to service,
I, Isaac Odang Ochapa, formally declare my intention to contest for a seat in the Benue State House of Assembly to represent the good people of Ado State Constituency in Benue State.
This is not just a political ambition; it is a call to service driven by competence, knowledge, and the urgent need to reposition Ado for sustainable development.
Ado state constituency is blessed with resilient farmers, vibrant youth, dedicated women, and a rich cultural heritage. Yet, despite our enormous potential, our communities continue to face serious challenges — poor infrastructure, underfunded schools, inadequate healthcare facilities, limited job opportunities, and insufficient agricultural support.
Benue State stands at a turning point, and the time has come for informed leadership that understands policy, economics, infrastructure, and sustainable development.
I am stepping forward not just as a politician, but as a professional with years of practical experience in:
Banking and Financial Services
Engineering and Technical Services
Renewable Energy Design, Development and Deployment.
These experiences are not just titles — they are tools for positive economic transformation and visible growth.
Why Professional Experience Matters Now
1. A Strong Academic Foundation for Effective Legislation
In a rapidly evolving, technology-driven world, governance must be informed by knowledge and innovation. My academic background reflects my preparation to serve effectively:
I am currently pursuing MPhil/PhD in Electrical Engineering, specializing in Renewable Energy Adoption, A Master’s Degree in Renewable Energy, Postgraduate Diploma in Electrical Engineering (Power & Machines) with Bachelor’s Degree in Electrical Power Technology and NCE Technical Electrical and Electronics.
This educational journey equips me with deep expertise in:
Sustainable energy systems and policy
Power infrastructure development and planning
Renewable energy design, Adoption and deployment
Energy economics and policy formation.
Climate-resilient and future-focused solutions
Energy is central to modern development. Without reliable power, businesses struggle, industries cannot thrive, and communities remain underserved.
My training enables me to champion legislation that promotes renewable energy development, attracts investment in power and energy, and ensures long-term energy security for our state and Nigeria.
2. Vast Professional Experience: Banking & Engineering Services
Beyond academic qualifications, I bring years of professional experience in both the banking sector and engineering services, which are a rare combination critical for modern legislative work
(a) Banking Experience: Budgeting, Finance & Accountability
My experience in banking has given me practical knowledge in:
- Budgeting, Data analysis, Planning and fiscal responsibility
- Financial Management oversight and accountability
- Investment structuring and economic development strategies
- Risk management and resource optimization.
In the House of Assembly, this experience will strengthen my ability to:
1. Scrutinize state budgets effectively and other oversight responsibilities.
2. Advocate for transparent financial management and autonomy for the state assembly.
3. Attract grants, investments, and development programs to Ado state Constituency.
4. Support policies that promote small businesses and cooperative financing.
I understand how public funds are structured and allocated. I will work to ensure that Ado State Constituency receives fair budgetary consideration and ensure that allocated funds translate into tangible development.
(b) Engineering & Energy Services Experience: Practical Development Insight
My engineering services experience, I understand the technical and structural realities behind roads, water systems, public buildings, and energy infrastructure this gives me the capacity to connect policy with implementation of the following.
1. Infrastructure project planning, design and implementation.
2. Power system installation and maintenance procedure.
3. Technical evaluation of projects and cost effectiveness.
4. Sustainable and efficient project ex*****on with timelines.
This enables me to critically assess development proposals and ensure that projects executed in our constituency are technically sound, cost-effective, people oriented and impactful.
3. A Knowledgeable & Digitally Ready Legislature
The future of governance is digital, data-driven, knowledge-based and analytics.
A modern House of Assembly member must be:
Technologically and socially informed
Digitally and mentally accessible
Transparent, Open and accountable
Evidence-based in decision-making
All above have equipped me to Contribute to the House….
1. Advocate for a more digitally ready and knowledge-driven legislature.
2. Digital monitoring of constituency projects and citizens participation.
3. Improved public access to legislative information and budgets and public institutions.
4. Technology and IT based - supported youth empowerment initiatives
5. Innovation-focused policy reforms and economically powered legislation.
Ado State Constituency deserves representation that understands the intersection of technology, finance, infrastructure, and governance.
My Legislative Focus for Ado
If elected, I will prioritize Bills and Review of existing Laws on:
A. Energy & Industrial Development
• Independent Power generation for State
• Promotion of renewable development and Mini grid energy solutions
• Support for rural electrification projects
• Policies encouraging clean energy investment
B. Budget Transparency & Oversight
• Strong legislative oversight on public spending
• Advocacy for equitable resource allocation and release
• Tracking of constituency development projects
C. Youth Empowerment & Technical Skills
• Establishment of skill acquisition centers for technical upskills
• Renewable energy and digital training programs for youth and girls
• Support for innovation and entrepreneurship
Infrastructure & Sustainable Growth
• Support for power-driven agro-processing policies
• Strengthening technical infrastructure through quality legislation.
• Policies that encourage responsible investment for Ado and Benue state
It’s Time to make Laws aimed at rescuing Benue is at this critical point in its development journey. We need representatives who are Academically grounded, financially literate, technically competent, digitally savvy, Vision-driven and accountable.
I offer myself as a servant-leader ready to bring professional excellence into legislative service for the benefit of Ado State Constituency.
