CCN Calls for Review of Controversial Provisions in the FRSC Amendment Bill

Abuja, Nigeria | July 17, 2026

The Christian Council of Nigeria (CCN) has received with concern the passage of the Federal Road Safety Corps (FRSC) Act (Amendment) Bill, 2026, by the Senate. The proposed legislation prescribes a ₦100,000 fine for traffic light violations and a ₦50,000 fine for hawking, trading, or preaching in commercial buses.

The Christian Council of Nigeria fully supports every genuine effort aimed at improving road safety and reducing accidents on our highways. Respect for traffic regulations saves lives and should be encouraged.

However, the Council is deeply concerned about the provision prohibiting preaching in commercial buses. While the objective may be to reduce distractions, the inclusion of preaching alongside hawking and trading raises legitimate concerns about freedom of religion and expression as guaranteed by the Constitution of the Federal Republic of Nigeria.

For decades, commercial buses have served as places where many Christians have shared brief messages of hope, repentance, encouragement, and prayer with willing listeners. Any law that seeks to restrict such peaceful religious expression must be carefully scrutinized to ensure that it does not erode constitutional freedoms or create the perception that Christian evangelism is being unfairly restricted.

The Council also believes that imposing heavy fines on people engaged in hawking fails to address the deeper issues of poverty, unemployment, and economic hardship confronting millions of Nigerians. Poverty should not be criminalised. Where public safety requires restrictions, government should consider humane alternatives such as designated trading areas, appropriate age restrictions, and sustainable economic empowerment programmes rather than punitive sanctions.

The Christian Council of Nigeria therefore appeals to the President of the Federal Republic of Nigeria, the National Assembly, and relevant stakeholders to engage in wider consultation before the proposed amendment becomes law. Such dialogue should involve faith based organisations, civil society groups, transport unions, road safety experts, and representatives of vulnerable communities.

Nigeria needs laws that are firm yet compassionate, laws that protect lives without placing unbearable burdens on citizens who are already struggling to survive.

The Christian Council of Nigeria believes that legislation should unite rather than divide, protect rather than alienate, and promote both public safety and fundamental human rights. As the moral voice of the nation, the Council remains committed to supporting policies that uphold justice, compassion, religious liberty, and the dignity of every Nigerian.

And our Synod today was graced by the great Obi of Onitsha is His Majesty, Igwe Nnaemeka Alfred Ugochukwu Achebe (Agbogidi), the traditional monarch and spiritual leader of Onitsha in Anambra State, Nigeria. Ascending the throne in 2002 as the 21st Obi, he is one of Nigeria's most respected and educated traditional rulers and one of the 10 recognised first-class chiefs in Nigeria.

Worthy of note is the fact that HRM just turned 85 on the 14th of May and it was also his first ever visit to this locality.

AN OVERVIEW OF THE SYNOD DAY 2

For a couple of years now, every 2nd day of the Synod of the Anglican Diocese of Okigwe South has been earmarked for Youth Day in Synod. A day marked out specially for the youths to interact with the Bishop, seasoned resource persons, and themselves. This year's synod was not an exception.

The second day of the Synod started at exactly 7 am with a matins service conducted by Ven. L. S. E Nwoke. Sir Pharm. Chukwuma Anyanwu read the only lesson. It was an interactive service where God's servant and the Rector of WAGGOM Seminary, Ven. Prof. Udo Obiọma handled the Bible Study on the theme reminding us that the faith of our fathers is a covenant-driven walk with God, established on trust, obedience, and divine promises

It was a two-hour service that preceded the main event of the day.

The second segment of the day's activities featured the highly anticipated YOUTHS DAY IN SYNOD. This session was anchored by no other person than our very own erudite Professors, Lady Professor Chinyere Nwajiuba ushering in the first facilitator, Ven. Prof. Udo Obioma who handled the topic: The Benefits of Keeping God's Covenant with Our Fathers. The fiery cleric reminded the Synod that INHERITANCE WITHOUT CONTINUITY LEADS TO EXTINCTION. Also, ANY GENERATION THAT ABANDONS COVENANT EVENTUALLY PAYS FOR IT.

Thereafter, Engnr Agustine Amah took the stage engaging the youths on a very contemporary issue: Making the Best Use of ICT for Wealth Creation. The over 500 youths were wowed by his dexterity and personal testimonies as he took them through the world of ICT and its relevance in our time reminding us that without spiritual formation, skill becomes dangerous; without discipline, opportunity becomes temptation.

Having wet the appetite of the youths who were anxious and hungry for knowledge in contemporary issues such as AI and ICT, Engnr Amah paved the way for the Rev'd Barr Dr Onyegbule Kelechi who dissected the issue of AI and the Youths as it relates the theme of the Synod. As a fellow youth, Rev'd Onyegbule harnessed his youthfulness, expertise, academic sagacity, and worldview to drive the message home on the positive and negative impacts of AI in our generation. According to him, "intelligence may be increasing but wisdom may be decreasing."

The session ended with questions and answers and an interactive and prophetic moment with His Grace Most Rev. Dr David Okechukwu Chikezie Onuoha.

After about 3 hours with the youths, the Archbishop and his entourage went on a courtesy call on Courtesy Call to H R H, ThankGod Adighiogu (Ezeahurukwe 1 of Nnebi na Asonye Autonomous Community). The entourage was warmly received by the Royal Father and his cabinet.

The final leg of the events for the day was the grand reception of the Archbishop and the Synod delegate. Outside the usual fanfare that heralds this event, St. Peter's Anglican Church Umuariam Obowo showcased class across several arms of the Church especially the ACM where an ACM girl, Success, attracted scholarship from Lady Professor Beatrice Ngọzi Anyanwu; she also got cash donations of about ₦400,000 for sterling performance and her mother's unflinching faithfulness to the things of God and the Church.

The Bishop thanked the people of St Peter's Umuariam as he prayed for all sons and daughters of the land for such an outstanding reception and hosting as he drew the curtain for the day and withdrew for another epoch-making event billed for the next day.

A BRIEF OF THE DAY 1 OF THE 3RD SESSION OF THE 11TH SYNOD OF Anglican Diocese of Okigwe South

To the glory of God and to the blessings of the land of Umuariam, the 3rd session of the 11th Synod of the Diocese of Okigwe South Anglican Communion holding at St. Peter's Anglican Church Umuariam Obowo kicked off today in its usual grand style and beautiful scenery on the timely and probing theme: Faith of Our Fathers, Living Still? Genesis 18:19.

The day began on a historic note with the dedication of the Archdeacon's office built and donated to the Church by Sir Chiedozie Uwalaka in memory of his late parents and brother. Thereafter, the opening service started at 10 am with a Eucharistic Service celebrated by the revered Ven. Samuel Njoku with the epistle taken by Ven. Emmanuel Nwodu (1st Timothy 6:17-21) and Gospel taken by Rev. Princewill Alozie who is equally from the hosting Church (Luke 24:49-53).

The zenith of the service heightened with a brief but powerful sermon delivered by another son of the Church, Ven. Uzochukwu Anyanwu on the theme. His sermon was more practical than exegetical as the theme demands. According to the Preacher, a faith that is not lived is an empty faith and living the faith we transmit to the next generation. A faith that is not guarded is a vulnerable faith. A faith that is not passed on is a wasted faith. He used Abraham as a model for parental transmission of faith in God and by extension the Church.

After the opening service, reports were read and adopted as a work document as Ven. Dr Friday Ogbuehi moved the motion and seconded by Lady Chidinma Silas Onuoha. After lunch, the Obowo zonal report was deliberated on with some remarkable achievements recorded within the zone including the creation of Umuokeh parish out Obowo Central Pariah with Rev. Emmanuel Ozuruonye as the pioneer Parish Priest.

The day had many notable personalities in attendance including Professor B.E.B Nwoke who doubles as the Chairman of Organizing Committee; Professor Chinedum Nwajiuba, HRH Eze Dan Emereonye, Knights, Ladies, and big wigs from Umuariam and Obowo LGA.

The day wound up with a closing prayer from Rev. Canon Alex Egbulefu and the benediction from His Grace Most Rev. Dr David Okechukwu Chikezie Onuoha.

The Parish Priest and Archdeacon of Obowo Parish was beaming with smiles as the Synod successfully rose for the day at 05:31 pm.
