Reflections on the Role of an Ambassador and a Tribute to His Excellency Mr Nimal Bandara, the Sri Lankan Ambassador to Israel.
An ambassador’s primary responsibility is to build and maintain positive relations between their home country and the nation in which they serve. This involves effective communication and negotiation on a broad range of issues, including political, economic, and cultural matters. Ambassadors are also expected to promote business interests, encourage investment, and support educational and cultural exchanges. By doing so, they help foster mutual understanding and cooperation between the two countries.
Another crucial aspect of an ambassador’s role is to keep their home government informed about significant political, social, and economic developments within the host nation. They serve as the eyes and ears of their country, ensuring that relevant updates and analyses reach the appropriate authorities. Additionally, ambassadors are responsible for overseeing the embassy staff and ensuring the smooth functioning of diplomatic services, which is essential for the effective delivery of their mission.
His Excellency Mr Nimal Bandara, the Sri Lankan Ambassador to Israel, is set to depart at the end of February after completing three years of dedicated service. Over the past forty years, I have interacted with numerous ambassadors, particularly during my time in Israel, and Mr Nimal Bandara stands out as one of the finest diplomats I have had the privilege to meet.
Mr Bandara is known for his friendly and approachable nature. He is easy to converse with and has chosen to engage directly with the community rather than limit himself to office work. His hands-on approach exemplifies his commitment to fulfilling the full range of ambassadorial duties. During times of conflict, his support was remarkable. I recall occasions when he personally distributed food parcels to those injured in the war, demonstrating genuine care and involvement.
He has also provided invaluable assistance to families who lost loved ones during the war. Throughout his tenure, he ensured that no deceased individual was sent away or buried without the proper religious rites. On one such occasion, the Ambassador, two members of staff, and I performed these rites together, highlighting his deep respect for cultural and religious traditions.
Mr Bandara’s support for the Israel Buddhist Vihara, the only Buddhist temple in Israel, was outstanding. As head of the Vihara, I have always appreciated his kindness and encouragement. Even during the war, when strict limits on gatherings prevented us from holding the Katina Ceremony, he arranged for the embassy premises to be used, ensuring that this important event could take place for the benefit of the entire Sri Lankan and Buddhist community.
In addition to his diplomatic achievements, Mr Nimal Bandara is an accomplished author. He has written several books, with his most recent and notable work, " Diplomatic Relations of the Kingdom of Kandy", offering a detailed account of diplomatic relations during the era of the kings.
On behalf of the Sri Lankan and Buddhist people working in Israel, I wish His Excellency Mr Nimal Bandara good health, happiness, and success wherever his future may lead. Theruwan Saranai Obatumata.

තනාපති වරයෙකුගේ භූමිකාව හා තම සේවා කාලය නිමාකර යන ඊශ්රායලයේ ශ්රී ලංකා තානාපති ගරු නිමල් බණ්ඩාර මැතිතුමාට ගෞරව පුර්වක කෘතඥතාවය.
තානාපතිවරයෙකුගේ ප්රධාන වගකීම වන්නේ තම මව් රට හා තමන් සේවය කරන රට අතර හිතකර සබඳතා ගොඩනැගීම හා පවත්වාගෙන යාමයි. ඒ සදහා දේශපාලන, ආර්ථික සහ සංස්කෘතික කරුණු ඇතුළු විවිධ ක්ෂේත්රයන්හි සාර්ථක සන්නිවේදනය සහ සාකච්ඡා කිරීම ඇතුළත් වේ. තානාපතිවරුන් තම රට වෙනුවෙන් ව්යාපාරික අරමුණු ප්රවර්ධනය කිරීම, ආයෝජන දිරිගැන්වීම සහ අධ්යාපනික හා සංස්කෘතික හුවමාරු වැඩසටහන් සහයෝගයෙන් ඉදිරියට ගෙන යාමටද කටයුතු කරනු ඇත. එමඟින් රටවල් දෙක අතර අන්යෝන්ය අවබෝධය හා සහයෝගිතාව වර්ධනය වේ.
තානාපතිවරයෙකුගේ තවත් වැදගත් භූමිකාවක් වන්නේ සේවය කරන රටේ දේශපාලන, සමාජීය හා ආර්ථික වර්ධනයන් පිළිබඳ වැදගත් තොරතුරු තම රජයට දැනුම් දීමයි. ඔවුන් තම රටේ “ඇස් හා කන්” ලෙස ක්රියා කරමින්, අදාළ විශ්ලේෂණ හා වාර්තා සුදුසු බලධාරීන් වෙත ළඟා කරවයි. එමෙන්ම, තානාපති කාර්යාලයේ කාර්ය මණ්ඩලය පාලනය කිරීම සහ රාජ්යතාන්ත්රික සේවාවන් සාර්ථකව ක්රියාත්මක වන බව සහතික කිරීමද ඔවුන්ගේ වගකීමකි.
ඊශ්රායලයේ ශ්රී ලංකා තානාපති ගරු නිමල් බණ්ඩාර මැතිතුමා, වසර තුනකදී ඉහත සදහන් සේවාවක් සම්පූර්ණ කරමින්, පෙබරවාරි මස අවසානයේදී තම ධුරයෙන් පිටත්ව යාමට නියමිතය. පසුගිය වසර හතළිහ තුළ, විශේෂයෙන් ඊශ්රායලයේ මගේ කාලය අතරතුර, බොහෝ තානාපතිවරුන් මට හමුවීමට අවස්ථාව ලැබුණද, නිමල් බණ්ඩාර මැතිතුමා මට හමුවූ හොඳම රාජ්යතාන්ත්රිකයින් අතරින් එක් අයෙකු ලෙස කැපී පෙනේ.
බණ්ඩාර මැතිතුමා හිතකාමී හා සන්නිවේදනයට පහසු පුද්ගලයෙකි. ඔහු කාර්යාලයට පමණක් සීමා නොවී, ජනතාව සමඟ සෘජුව සම්බන්ධතා පැවැත්වීම තෝරාගෙන පැවතියේය. ඔහුගේ මෙම සෘජු හා ක්රියාකාරී ආකල්පය තානාපතිවරයෙකුගේ සම්පූර්ණ වගකීම් ඉටු කිරීම පිළිබඳ ඔහුගේ කැපවීම පැහැදිළි කරයි. යුද්ධ සමයේදී ඔහු ලබාදුන් සහයෝගය විශේෂයෙන්ම ප්රශංසනීය යි. යුද්ධයෙන් තුවාල ලැබූ පුද්ගලයන්ට ආහාර-පාන ඔහුම බෙදා දුන් අවස්ථා මට සිහි වේ. එමඟින් ඔහුගේ සත්ය කාරුණිකභාවය හා කැපවීම ප්රකාශ විය.
යුද්ධය තුළ ජීවිත අහිමි වූවන්ගේ පවුල්වලටද ඔහුගේ අගනා සහයෝගය ලබා දුන්නේය. ඔහුගේ ධුර කාලය පුරාම, කිසිදු ශ්රී ලාංකික මරණයකදී සුදුසු ආගමික කටයුතු සිදු නොකර දේහයක් යැවීමට හෝ භූමදානය කිරීමට ඉඩ නොදුන්නේය. සමහර අවස්ථාවලදී, තානාපතිතුමා, කාර්ය මණ්ඩල සාමාජිකයන් දෙදෙනෙකු සහ මම එක්ව ආගමික කටයුතු සිදු කළ අවස්ථා ඇත. එය ඔහුගේ සංස්කෘතික හා ආගමික සම්ප්රදායන් පිළිබඳ ගැඹුරු ගෞරවය පෙන්වීමයි.
ඊශ්රායලයේ එකම බෞද්ධ විහාරස්ථානය වන ඊශ්රායල බෞද්ධ විහාරයටද බණ්ඩාර මැතිතුමා විශිෂ්ට සහයෝගයක් ලබා දුන්නේය. විහාරාධිපති වශයෙන්, ඔහුගේ කරුණාව හා දිරිගැන්වීම මම සදා කෘතඥතාවයෙන් සිහි කරමි. යුද්ධ සමයේ, සංග්රහ සීමා හේතුවෙන් කඨින පින්කම පැවැත්වීමට නොහැකි වූ අවස්ථාවේදී, එය තානාපති කාර්යාල පරිශ්රයේ පැවැත්වීමට ඔහු පහසුකම් සලසා දුන්නේය. එමඟින් ශ්රී ලාංකික හා බෞද්ධ ප්රජාවට එම මහගු පින්කම සිදු කිරීමට අවස්ථාව ලැබුණි.
රාජ්යතාන්ත්රික ජයග්රහණවලට අමතරව, නිමල් බණ්ඩාර මැතිතුමා දක්ෂ ලේඛකයෙකි. ඔහු රචනා කළ කෘති කිහිපයක් අතර, ඔහුගේ නවතම හා විශේෂ කෘතිය වන “මහනුවර රාජධානියේ රාජතාන්ත්රික සබදතා (Diplomatic Recognitions of the kingdom of Kandy )” ග්රන්ථය, රාජ සමයේ රාජ්යතාන්ත්රික සබඳතා පිළිබඳ විස්තරාත්මක වාර්තාවක් ඉදිරිපත් කරයි.
ඊශ්රායලයේ සේවය කරන ශ්රී ලාංකිකයින් හා බෞද්ධ ජනතාව වෙනුවෙන්, ගරු නිමල් බණ්ඩාර මැතිතුමාගේ ජීවිතයේ ඉදිරි ගමනට නීරෝගි සුවය, සතුට හා සාර්ථකත්වය ප්රාර්ථනා කරමි.
