Proverbs 26:11
[11]As a dog returns to his own vomit, So a fool repeats his folly.

2 Peter 2:22
[22]But it has happened to them according to the true proverb: “A dog returns to his own vomit,” and, “a sow, having washed, to her wallowing in the mire.”

This refers to unbelievers that know about Christ but still choose their sinful ways as opposed to overcoming by grace through faith in Christ...
This does not apply to the repentant backslider that is struggling, though some legalistic Christians will say otherwise...

The one that returns full force to their sinful ways was never truly born again, and their condition will be worse than it was previously...

It's a heart matter... and Christ sees our hearts and knows it for what it truly is... either a born again believer's struggle between the Spirit and the flesh...or... an unbelievers desire to indulge in the flesh rather than turn to Christ to be saved and place the flesh in subjection...
