.........สืบเนื่องมาจากการจาริกแสวงบุญสู่แดนพุทธภูมิ ของ ท่านพระครูประกาศสมาธิคุณ อดีตผู้ช่วยเจ้าอาวาส และเจ้าคณะ 25 วัดมหาธาตุยุวราชรังสฤษฎิ์ ท่าพระจันทร

์ พระนคร กรุงเทพฯ และคณะ เมื่อวันที่ 31 ตุลาคม พ.ศ.2511.........ครั้นเมื่อเดินทางกลับมาสู่ประเทศไทยแล้ว คณะจาริกสืบพระศาสนานี้ ได้เกิดทัศนคติขึ้นประการหนึ่งในทำนองเดียวกันว่า..."พระพุทธศาสนาอันสูงส่ง ซึ่งถือกำเนิดขึ้นเป็นวาระแรก ณ ประเทศอินเดียนั้น บัดนี้จะเหลืออยู่ก็แต่เพียงร่องรอยแห่งความรุ่งโรจน์ในอดีตเท่านั้น" ด้วยแรงศรัทธาจากการเยือนแดนพุทธภูมิดังกล่าว คณะจาริกนี้ได้ร่วมกันสร้างแนวความคิดเป็นกุศลเจตนาขึ้นประการหนึ่ง นั่นคือ "โครงการจรรโลงพระพุทธศาสนาให้มั่นคงในประเทศอินเดีย".........ในวันที่ 27 กรกฎาคม 2513 คณะกรรมการได้ประชุมพิจารณาเกี่ยวกับการดำเนินงาน ที่ประชุมลงมติเป็นเอกฉันท์ให้จัดตั้ง "มูลนิธิมฤคทายวันมหาวิหาร" ขึ้น พร้อมกับจัดตั้งสถาบันเผยแผ่พระพุทธศาสนา โดยให้นามว่า "มฤคทายวันมหาวิหาร" ซึ่งได้กำหนดเอาตำบลสารนาถ เมืองพารณสี เป็นสถานที่จัดตั้งดำเนินงาน เพราะสารนาถเป็นสถานที่ซึ่งองค์สมเด็จพระสัมมาสัมพุทธเจ้าได้ทรงแสดงปฐมเทศนา และส่งพระอรหันตสาวก จำนวน 60 รูป ออกประกาศพระศาสนา นับตั้งแต่นั้นมาสัจธรรมของพระองค์ ก็ได้แพร่หลายไปทั่วโลก
