DGPC Jammu Submits Comprehensive Memorandum to LG J&K; LG Assures Priority Resolution of Sikh Community Issues

The District Gurdwara Parbandhak Committee (DGPC), Jammu, submitted a comprehensive memorandum to the Hon’ble Lieutenant Governor of Jammu & Kashmir–UT, Shri Manoj Sinha Ji, highlighting long-pending issues and genuine demands of the Sikh community residing across the Union Territory.
The memorandum was submitted under the leadership of S. Ranjeet Singh Tohra, President, DGPC Jammu, along with S. Ranvir Singh, Joint Secretary, S. Jagpal Singh, Treasurer, S. Karan Singh Bali, DGPC Member (Jammu West), S. Avtar Singh, DGPC Member (Digiana Constituency) and S. Gurmeet Singh, Incharge Dharam Parchar, DGPC Jammu.
The Sikh delegation appreciated the inclusive, responsive, and people-centric approach of the LG administration and acknowledged the positive initiatives taken for the welfare of minority communities in Jammu & Kashmir–UT.
In the memorandum, DGPC strongly demanded the inclusion of Punjabi language as an official language of J&K–UT, stating that its exclusion after the Official Languages Act, 2020, has deeply hurt the sentiments of Punjabi-speaking people, especially the Sikh community, given its historical, cultural, and demographic significance.
The delegation further urged the government to introduce Punjabi language in schools from primary to higher secondary levels. They highlighted that only 28 higher secondary schools currently offer Punjabi and demanded its expansion to at least 100 schools, along with recruitment of qualified teachers, in line with the National Education Policy-2020.
DGPC also sought amendments to the Sikh Religious and Endowment Act, 1973, in accordance with Sikh Rehat Maryada, including a clear definition of “Sikh” and mandatory use of “Singh” and “Kaur” to safeguard Sikh identity and religious sanctity.
The memorandum demanded the immediate establishment of a Minority Commission in J&K–UT with due representation to protect minority rights and interests. It also emphasized the need for reservation for Sikhs in Panchayats, Municipal Wards and local bodies, particularly in Sikh-majority areas.
Special emphasis was laid on the development, protection, and preservation of important Sikh religious and historical shrines across Jammu, Kashmir, and Chenab Valley regions, listing prominent Gurdwaras requiring focused government attention.
The Sikh leadership also demanded recognition of Sikh martyrs, including the five Sikh soldiers who attained martyrdom during the 1971 war in Akhnoor, by naming public institutions in their honour.
Serious concern was expressed over the delay in justice for victims of Sikh genocides of 1984, 1989, and Chattipora (Kashmir). The delegation sought transparency, release of commission reports, adequate compensation, and rehabilitation for affected families.
The memorandum further highlighted the long-standing discrimination faced by Kashmiri Sikhs, who were denied relief and rehabilitation benefits at par with Kashmiri Pandits, and demanded immediate rectification.
DGPC also raised the issue of disrespect to Sikh Kakars (Articles of Faith) during examinations and security checks and demanded clear instructions to ensure full respect for Sikh religious symbols.
While thanking the LG for implementing the Anand Marriage Act in J&K–UT, the delegation requested simplification of procedures, rationalization of fees, and proper enforcement of rules.
Regarding the proposed replica of Sri Darbar Sahib at Wonder Waste Park, Jammu, DGPC conveyed that the Sikh sangat prefers installation of statues of Maharaja Ranjit Singh Ji or Jarnail Hari Singh Nalwa with historical context to preserve dignity and sentiments.
The Hon’ble Lieutenant Governor patiently heard the delegation and assured that all genuine and justified demands of the Sikh community would be examined and addressed on priority, in coordination with concerned departments. He reaffirmed the administration’s commitment to inclusive development and protection of minority rights.
The Sikh delegation welcomed the assurance and expressed hope that the issues would be resolved in a time-bound, transparent, and amicable manner.

ਇਹ ਮੰਗ ਪੱਤਰ ਸਰਦਾਰ ਰਣਜੀਤ ਸਿੰਘ ਟੋਹਰਾ (ਪ੍ਰਧਾਨ, ਡੀ.ਜੀ.ਪੀ.ਸੀ. ਜੰਮੂ) ਦੀ ਅਗਵਾਈ ਹੇਠ ਸਰਦਾਰ ਰਣਵੀਰ ਸਿੰਘ (ਸੰਯੁਕਤ ਸਕੱਤਰ), ਸਰਦਾਰ ਜਗਪਾਲ ਸਿੰਘ (ਖ਼ਜ਼ਾਨਚੀ), ਸਰਦਾਰ ਕਰਨ ਸਿੰਘ ਬਾਲੀ (ਮੈਂਬਰ, ਜੰਮੂ ਵੈਸਟ), ਸਰਦਾਰ ਅਵਤਾਰ ਸਿੰਘ (ਮੈਂਬਰ, ਡਿਗਿਆਨਾ ਹਲਕਾ) ਅਤੇ ਸਰਦਾਰ ਗੁਰਮੀਤ ਸਿੰਘ (ਇੰਚਾਰਜ ਧਰਮ ਪ੍ਰਚਾਰ) ਵੱਲੋਂ ਸੌਂਪਿਆ ਗਿਆ।
ਸਿੱਖ ਆਗੂਆਂ ਨੇ ਐਲ.ਜੀ. ਪ੍ਰਸ਼ਾਸਨ ਦੀ ਲੋਕ-ਹਿਤੈਸ਼ੀ ਅਤੇ ਘੱਟਗਿਣਤੀ-ਹਿਤੈਸ਼ੀ ਨੀਤੀਆਂ ਦੀ ਪ੍ਰਸ਼ੰਸਾ ਕੀਤੀ ਅਤੇ ਕਿਹਾ ਕਿ ਸਿੱਖ ਭਾਈਚਾਰਾ ਪ੍ਰਸ਼ਾਸਨ ਉੱਤੇ ਪੂਰਾ ਭਰੋਸਾ ਰੱਖਦਾ ਹੈ।
ਮੰਗ ਪੱਤਰ ਵਿੱਚ ਪੰਜਾਬੀ ਭਾਸ਼ਾ ਨੂੰ ਜੰਮੂ ਕਸ਼ਮੀਰ–ਯੂ.ਟੀ. ਦੀ ਸਰਕਾਰੀ ਭਾਸ਼ਾ ਬਣਾਉਣ ਦੀ ਪੁਰਜ਼ੋਰ ਮੰਗ ਕੀਤੀ ਗਈ ਅਤੇ ਕਿਹਾ ਗਿਆ ਕਿ 2020 ਦੇ ਭਾਸ਼ਾ ਕਾਨੂੰਨ ਤੋਂ ਬਾਅਦ ਪੰਜਾਬੀ ਦੀ ਬੇਦਖ਼ਲੀ ਨਾਲ ਸਿੱਖ ਭਾਈਚਾਰੇ ਦੀਆਂ ਭਾਵਨਾਵਾਂ ਨੂੰ ਡੂੰਘੀ ਠੇਸ ਪਹੁੰਚੀ ਹੈ।
ਡੀ.ਜੀ.ਪੀ.ਸੀ. ਨੇ ਸਕੂਲਾਂ ਵਿੱਚ ਪੰਜਾਬੀ ਵਿਸ਼ੇ ਦੀ ਸ਼ੁਰੂਆਤ ਦੀ ਮੰਗ ਕਰਦਿਆਂ ਦੱਸਿਆ ਕਿ ਇਸ ਸਮੇਂ ਸਿਰਫ਼ 28 ਉੱਚ ਮਾਧਿਮਿਕ ਸਕੂਲਾਂ ਵਿੱਚ ਹੀ ਪੰਜਾਬੀ ਪੜ੍ਹਾਈ ਜਾ ਰਹੀ ਹੈ, ਜਿਸਨੂੰ NEP-2020 ਦੇ ਤਹਿਤ ਵਧਾਇਆ ਜਾਣਾ ਚਾਹੀਦਾ ਹੈ।
ਸਿੱਖ ਧਾਰਮਿਕ ਅਤੇ ਐਂਡੋਮੈਂਟ ਐਕਟ, 1973 ਵਿੱਚ ਸੋਧ ਕਰਕੇ ਸਿੱਖ ਰਹਿਤ ਮਰਿਆਦਾ ਅਨੁਸਾਰ “ਸਿੱਖ” ਦੀ ਸਪਸ਼ਟ ਪਰਿਭਾਸ਼ਾ ਅਤੇ “ਸਿੰਘ” ਅਤੇ “ਕੌਰ” ਦੀ ਲਾਜ਼ਮੀ ਵਰਤੋਂ ਦੀ ਮੰਗ ਵੀ ਕੀਤੀ ਗਈ।
ਇਸ ਤੋਂ ਇਲਾਵਾ ਘੱਟਗਿਣਤੀ ਕਮਿਸ਼ਨ ਦੀ ਤੁਰੰਤ ਸਥਾਪਨਾ, ਸਥਾਨਕ ਸੰਸਥਾਵਾਂ ਵਿੱਚ ਸਿੱਖਾਂ ਲਈ ਰਾਖਵਾਂਕਰਨ, ਅਤੇ ਸਿੱਖ ਧਾਰਮਿਕ ਤੇ ਇਤਿਹਾਸਕ ਗੁਰਦੁਆਰਿਆਂ ਦੇ ਵਿਕਾਸ ਅਤੇ ਸੰਭਾਲ ਉੱਤੇ ਖ਼ਾਸ ਜ਼ੋਰ ਦਿੱਤਾ ਗਿਆ।
ਡੀ.ਜੀ.ਪੀ.ਸੀ. ਨੇ 1971 ਦੀ ਜੰਗ ਦੇ ਸਿੱਖ ਸ਼ਹੀਦਾਂ ਸਮੇਤ ਸਾਰੇ ਸਿੱਖ ਸ਼ਹੀਦਾਂ ਨੂੰ ਯੋਗ ਮਾਨਤਾ, 1984, 1989 ਅਤੇ ਚੱਟੀਪੋਰਾ ਨਸਲਕੁਸ਼ੀ ਦੇ ਪੀੜਤਾਂ ਨੂੰ ਇਨਸਾਫ਼, ਅਤੇ ਕਸ਼ਮੀਰੀ ਸਿੱਖਾਂ ਨੂੰ ਕਸ਼ਮੀਰੀ ਪੰਡਿਤਾਂ ਦੇ ਬਰਾਬਰ ਲਾਭ ਦੇਣ ਦੀ ਮੰਗ ਕੀਤੀ।
ਸਿੱਖ ਕਕਾਰਾਂ ਨਾਲ ਹੋ ਰਹੀ ਬੇਅਦਬੀ, ਆਨੰਦ ਮੈਰਿਜ ਐਕਟ ਦੀਆਂ ਪ੍ਰਕਿਰਿਆਕਲ ਮੁਸ਼ਕਲਾਂ ਅਤੇ ਵੰਡਰ ਵੇਸਟ ਪਾਰਕ ਵਿੱਚ ਸ੍ਰੀ ਦਰਬਾਰ ਸਾਹਿਬ ਦੀ ਨਕਲ ਦੇ ਮਸਲੇ ਨੂੰ ਵੀ ਮੰਗ ਪੱਤਰ ਵਿੱਚ ਉਠਾਇਆ ਗਿਆ।
ਮਾਣਯੋਗ ਲੈਫ਼ਟੀਨੈਂਟ ਗਵਰਨਰ ਨੇ ਮੰਗ ਪੱਤਰ ਨੂੰ ਧਿਆਨ ਨਾਲ ਸੁਣਿਆ ਅਤੇ ਸਿੱਖ ਭਾਈਚਾਰੇ ਨੂੰ ਭਰੋਸਾ ਦਿਵਾਇਆ ਕਿ ਸਾਰੀਆਂ ਵਾਜਬ ਮੰਗਾਂ ਨੂੰ ਤਰਜੀਹ ਦੇ ਆਧਾਰ ‘ਤੇ ਹੱਲ ਕੀਤਾ ਜਾਵੇਗਾ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਪ੍ਰਸ਼ਾਸਨ ਹਰ ਭਾਈਚਾਰੇ ਦੇ ਅਧਿਕਾਰਾਂ ਅਤੇ ਵਿਰਾਸਤ ਦੀ ਰੱਖਿਆ ਲਈ ਪੂਰੀ ਤਰ੍ਹਾਂ ਵਚਨਬੱਧ ਹੈ।
ਸਿੱਖ ਭਾਈਚਾਰੇ ਨੇ ਐਲ.ਜੀ. ਵੱਲੋਂ ਦਿੱਤੇ ਗਏ ਸਕਾਰਾਤਮਕ ਭਰੋਸੇ ਦਾ ਸਵਾਗਤ ਕਰਦਿਆਂ ਆਸ ਜਤਾਈ ਕਿ ਜਲਦੀ ਹੀ ਇਨ੍ਹਾਂ ਮੁੱਦਿਆਂ ‘ਤੇ ਠੋਸ ਕਾਰਵਾਈ ਹੋਵੇਗੀ।
