قال رسول الله ﷺ : ‏"‏من حلف بغير الله، فقد كفر أو أشرك‏"‏‏.

The Prophet ﷺ said: "He who swears by anyone or anything other than Allah has indeed committed an act of Kufr or Shirk,"
{Tirmidhi- Hasan}

This boy isn't ready to swear by Hazrat Ali Radiyallahu Anhu even when he is forced to do so. Sadly our case is different we are swearing every now and then by our mothers, by ourselves, by our fathers and what not, that too on silly matters.
