福音外展部的建立，以教會的角度和的層面，結合佈道和培訓裝備，培訓向內，佈道向外。培訓裝備是教會和部們的根基，佈道是教會和部門的使命。
通過建立系統的管理和培訓制度，加強教會內的弟兄姊妹對傳講福音的認知和意義，推動會內外福音佈道工作，重燃大家對傳講福音的使命，更積極實行跨區福音佈道，令福音達至更廣傳效果。使佈道工作能具備可行性、持續性、拓展性，跳出小組小區，打破地域和語言的限制，豐富工作效果與成果。
