وَمَنۡ كَانَ مَرِيضًا أَوۡ عَلَىٰ سَفَرٍ فَعِدَّةٌ مِّنۡ أَيَّامٍ أُخَرَ
“But whoso is sick or is on a journey shall fast the same number of other days.”
depends only on intention.
If a person has made the intention to travel, then he should not fast, regardless of how long or short the journey is.
