The Law is the Law!!!
If any member of Conference misbehaves and after warnings still does "kokoteee", shall be guilty and dealt with by the Chairman.

per the Standing Orders of Conferences, the Chairman has the final verdict and is only up for discussion at a subsequent Council meeting or Conference.
