The dictionary says of will -: It is a desire to choose to, or consent or consent to ; be persuaded or have constant tendancy , or be accustomed or likely to, also to intend unconditionally - to be willing , cheerful intention.....

"You shall love the Lord your God with all your heart and with all your soul and with all your mind".
The word for heart here is Kardia [2588] - Attribution of thoughts, reasonings, understandings, judgements, designs, affections, love, hatred, fear, joy, anger, and sorrow.
