Lincoln Street Pastors has been quietly doing its thing on Saturday (& some Friday) nights for years now — listening, caring, helping, praying.

We're going to start telling you more of what that actually looks like.

Just a reminder that when you go out into the City for a good night out please make sure your cards are kept safe with you... sadly we have had to assist more than one person who have lost their card or wallet...

£36,000 has been lost to ‘plastic card fraud’ this month. So, what is this and where is it happening?

Plastic card fraud involves the compromise of personal information from credit, debit or store cards. The personal information stolen from a card, or the theft of a card itself, can be used to commit fraud. This month £36,559 has been stolen because of the 31 reported crimes of plastic card fraud. Our analysis shows that this is the top fraud in our county right now with a third of all incidents reported in Lincoln and the rest reported from across the county.

The most common tactic we are seeing is cards being stolen from a handbag, a public place, and especially from vehicles. Stolen cards then tend to be used nearby in small and independent local shops.

How can you protect yourself?
• Keep all your cards and financial details safe.
• Memorise your PIN and never, ever give your PIN out. Police or bank staff will never ask for this. Shield your PIN when paying or using an ATM.
• Report any unfamiliar transactions to your card company immediately.
• Ideally use a shedder to dispose of financial documents and cut through the magnetic strip and chip when getting rid of a card.
• Don’t leave your card on show in your car or any place that an opportunist thief might spot it.

Street drinking is a topic that sparks strong opinions - but also plenty of confusion. To help clarify what the law actually says, Neighbourhood Policing Sergeant Callum Corder and Councillor Anthony Carson, Portfolio Holder for Public Protection at South Holland District Council, have joined forces to tackle the myths and explain how Public Spaces Protection Orders (PSPOs) really work.

▶️ Myth 1: “People drinking in public should just be arrested.”

THE FACTS

Drinking alcohol in public is not automatically illegal in England.
Restrictions only apply in areas covered by Public Spaces Protection Orders (PSPOs).
PSPOs are not police legislation - they are local Council policies, created and owned by District Councils. They are enforceable jointly by authorised Council Officers, Police and PCSOs.

▶️ Myth 2: “PSPOs ban drinking outright.”

THE FACTS

PSPOs do not create a blanket ban on drinking. They simply give police and council officers the power to intervene when alcohol is being consumed within a designated PSPO area.

🤔 Why the confusion?

Many people assume there’s a total ban on drinking in public, but both the police and council emphasise the same point: PSPOs target behaviour, not alcohol itself.

🗣️ Cllr Carson explains the key rule: "You can legally drink alcohol in public unless you’re in an area covered by a PSPO and an officer asks you to stop or hand over your drink.

"It’s the refusal to comply with that request that becomes the offence - not the act of drinking itself.

"Most UK towns and cities now have PSPOs covering town centres, parks, and transport hubs."

▶️ Frequent Q&As

🤔 Is quietly drinking on a bench allowed?
No – drinking of alcohol is not permitted anywhere within a designated area covered by a PSPO

*With the exception of there being a temporary notice in place for events which have specific security presence.

🤔 What happens if someone refuses to stop or hand over alcohol when asked?
If someone refuses to stop drinking or hand over an open vessel of alcohol – they are issued a fixed penalty fine.

However, if they stop, but then resume again after the officer has gone, officers would initiate the ‘four stage incremental approach’ which begins with sending an incremental offence letter. This initial advice letter ensures the person is aware of what they did, or was doing, was not acceptable, setting out expectations and further sanctions for not desisting in that behaviour.

Failure to comply with the process and desist in the behaviour will ultimately result in a civil injunction. The Local Authority will prepare evidence for a court application which will list requirements in line with the community’s expectation of behaviour. Failure to comply can result in a custodial sentence.

🗣️ Sergeant Callum Corder adds: "Our aim isn’t to penalise responsible adults - it’s to manage behaviour that affects the safety or comfort of others.

"In cases where persistent street drinkers are responsible for ongoing anti‑social behaviour, we work closely with our colleagues at South Holland District Council to address the issue. Repeat offenders are taken to court, where we seek Criminal Behaviour Orders to prevent them from returning to the area. Any breaches of these orders are followed up promptly and dealt with through the courts. Sanctions increase for those who breach court orders, which we have seen on numerous occasions."

▶️ Working together for safer public spaces

South Holland District Council and local police continue to work in partnership to reduce anti‑social behaviour and support a safe, welcoming environment for residents, workers, and visitors.

🗣️ Cllr Carson clarifies: "A Public Spaces Protection Order is all about improving the quality of life for those living, working and visiting Spalding. As well as failing to comply with an officer’s request to stop drinking alcohol in a PSPO area, the order also covers littering, spitting saliva or any other product of the mouth as well as urinating and defecating.

"By working closely with our partner agencies, we are educating and informing people about the PSPO and to ensure that people can live, work and visit here without being affected by incidents of anti-social behaviour while doing so."

It's really important that we recognise the signs, and as importantly recognise the best and safest way to help people we encounter in these situations, and we are glad to know that in some small ways we have helped... we hope you too can offer help in a small way too.

It’s not always visible — and it’s not always physical. Abuse can be subtle, and often victims feel trapped and unable to speak out.
Here are five warning signs someone may be experiencing domestic abuse:
✅ Isolation from friends and family
✅ Anxiety or fear around their partner
✅ Financial stress or lack of control over money
✅ Sudden changes in behaviour or personality
✅ Being monitored, controlled, or restricted in daily life

A damp, misty and moody night for the Lincoln Street Pastors Now team out last night... but yet beautiful in its own way as part of the mission of the night was to (in the words of the Senior on shift) talk to literally everyone in Lincoln during our shift...
Sometimes one of the most important things we can do is to talk and listen to people as we check in with them, and this week that was very much needed.
Our motto of course is 'Caring, Listening, Helping'... and we go our because we care deeply about everyone out in Lincoln of a weekend Night, and we understand that to help first involves listening... Listening to the need, listening to the person, listening to the situation, only then can we genuinely help - whether that help is signposting on to another service, providing a warm drinks and continuing to listen, aiding a person to enable them to get home or find their friends, or rendering assistance in a bit of a rough situation ... it all begins with listening first, and caring enough to recognise the need and be there to meet it.

Lincoln Street Pastors are a volunteer run charity and All Street Pastors are comprehensively trained in Listening Skills, Youth Culture, Drug & Alcohol Awareness, Mental Health, Safeguarding, and are connected into the Police & Community Groups within their areas; In Lincoln we also have Su***de Awareness, First Aid, Domestic Abuse Awareness, Modern Day Slavery and Homeless awareness training within the teams, and all are DBS checked, with references taken first to ensure everyones safety.

Another Saturday night and another night where our team will be there to help you through most any situation, and do our best to make sure you are OK and get home safely.
Whatever the circumstance we will be there for you, don't hesitate to ask for our help and if you can't see us then just approach any doorstaff and ask them to call us... if we are busy helping someone else then we will come to you as soon as we can, but if you explain your need to the doorstaff they also may be able to assist, call the evening safety wardens, or just let you wait under a safe set of eyes until we can get there to help you.
