ቀን 3 - የመጨረሻው ቀን | ለአሰራር ስርዓት ለውጥ እንቅስቃሴ እና ፖሊሲ ሙግት (Advocacy & Policy Engagement) ላይ የተሰጠ ስልጠና እና የስትራቴጂ ዝግጅት ‼️

በሕብረት አሊያንስ (Hibret Alliance) የተዘጋጀው ለሶስት ቀናት "በአሰራር ስርዓት ለውጥ እንቅስቃሴ እና ፖሊሲ ሙግት" ላይ ያተኮረው ስልጠና እና የስራ ስትራቴጂ ዝግጅት፣ በስልጠናው የተገኙ እውቀቶችን ወደ ተግባራዊ የእንቅስቃሴ ስትራቴጂዎች እና የድርጊት መርሃ-ግብሮች በመቀየር ላይ ትኩረት በማድረግ በታላቅ ስኬት ተጠናቋል።

የመጨረሻው ቀን ስልጠና የሚከተሉትን ዋና ዋና ነጥቦች ያካተተ ነበር፡-

🔹 የኢትዮጵያ የፖሊሲ ሙግት/የተሳታፊነት ምህዳር

🔹 የእንቅስቃሴ/የሙግት ስትራቴጂዎች – የሲቪል ማህበረሰብ ድርጅቶች በሙግት እና ፖሊሲ ሂደቶች ላይ እንዴት በብቃት መሳተፍ እንደሚችሉ መመርመር

🔹 ጥረት/ጥቅምን ማስተባበር (Coalition Building) – ለአሰራር ስርዓት ለውጥ የጋራ ትብብርን እና የተቀናጀ እንቅስቃሴን ማጠናከር

🔹 የእንቅስቃሴ ስትራቴጂ ዝግጅት – ውጤታማ የእንቅስቃሴ ስትራቴጂዎችን ማዘጋጀት ያለውን አስፈላጊነት እና የዝግጅት ሂደቱን መረዳት

🔹 ሁኔታዎችን መተንተን (Situational Analysis) – ከእንቅስቃሴው ጋር ተዛማጅነት ያላቸውን ሁኔታዎች፣ መልካም አጋጣሚዎች እና ባለድርሻ አካላትን መገምገም

የቀኑ ዋና ትኩረት ለአሰራር ስርዓት ለውጥ የሚሆን የክልላዊ እንቅስቃሴ ስትራቴጂ እና የድርጊት መርሃ-ግብር ማዘጋጀት ላይ የተደረገው የቡድን ስራ እና የሃሳብ ማቅረቢያ (presentation) ነበር። ሶስት ቡድኖች በስልጠናው ያገኙትን እውቀት፣ ክህሎት እና ተግባራዊ ግንዛቤ በማንፀባረቅ የየራሳቸውን ክልላዊ የእንቅስቃሴ ስትራቴጂ እና የድርጊት መርሃ-ግብር በብቃት አዘጋጅተው አቅርበዋል።

ይህ የሶስት ቀን ስልጠና ለትምህርት፣ ልምድ ለመለዋወጥ፣ ለትብብር እንዲሁም የተሳታፊዎችን አቅም በማጎልበት ለጋራ እና ዘላቂ የአሰራር ስርዓት ለውጥ በሙግት እና ፖሊሲ ሂደቶች ላይ በብቃት እንዲሳተፉ የሚያስችል ትልቅ መድረክ ሆኖ አልፏል።

ይህን ጠቃሚ ተግባር እውን እንዲሆን የገንዘብ ድጋፍ እና እገዛ ያደረገውን ካሪታስ ኦስትሪያን (Caritas Austria) ከልብ እናመሰግናለን። በተጨማሪም ይህን ስልጠና ላዘጋጀው እና ላመቻቸው ሕብረት አሊያንስ (Hibret Alliance)፣ እንዲሁም ስልጠናውን በጥሩ ሙያዊ ብቃት፣ አያያዝ እና ተግባራዊ እውቀት ላቀረቡት ከሴንተር ኦፍ ኤክሰለንስ ኢንተርናሽናል ኮንሰልት (Center of Excellence International Consult) ለመጡት አማካሪ የላቀ ምስጋናችንን እናቀርባለን።

Day 3 – Final Day | Training and Strategy Development on Advocacy & Policy Engagement for Systems Change

The third and final day of the three-day Training and Strategy Development on Advocacy & Policy Engagement for Systems Change, organized by the Hibret Alliance, was successfully completed with a strong focus on translating learning into practical advocacy strategies and action plans.

The final day covered key areas including:

🔹 Ethiopia's Policy Engagement Landscape

🔹 Advocacy Strategies – exploring how Civil Society Organizations (CSOs) can effectively engage in advocacy and policy processes

🔹 Coalition Building – strengthening collaboration and collective action for systems change

🔹 Advocacy Strategy Development – understanding the importance and process of developing effective advocacy strategies

🔹 Situational Analysis – assessing the context, challenges, opportunities, and stakeholders relevant to advocacy efforts

A key highlight of the day was the group work and presentation on Developing a Regional Advocacy Strategy and Action Plan for Systems Change. Three groups successfully developed and presented their respective Regional Advocacy Strategies and Action Plans, demonstrating the knowledge, skills, and practical insights gained throughout the training.

The three-day training provided a valuable platform for learning, experience sharing, collaboration, and strengthening the capacity of participants to engage effectively in advocacy and policy processes for collective and sustainable systems change.

በህብረት አሊያንስ (Hibret Alliance) አዘጋጅነት በአሰራር ስርዓት ለውጥ፣ በሙግት እና በፖሊሲ ተሳትፎ ላይ ትኩረቱን አድርጎ በአርባምንጭ ካቶሊክ ቤተክርስቲያን ሲሰጥ የቆየው የስልጠና እና የስትራቴጂ ልማት መርሃ ግብር 2ኛ ቀን ዛሬ በስኬት ተጠናቋል።

የዕለቱ ውሎ የማህበራዊ እና የአሰራር ስርዓታዊ ተጋላጭነቶችን ስር የሰደዱ መንስኤዎችን በመረዳት እና ዘላቂ የአሰራር ስርዓታዊ ለውጥ ለማምጣት የሚያስችሉ አቀራረቦችን በመዳሰስ ላይ ያተኮሩ አሳታፊ እና አስተማሪ ክፍለ-ጊዜዎችን ያካተተ ነበር። የተዳሰሱ ዋና ዋና ርዕሰ ጉዳዮች፡-

🔹 የችግር ዛፍ ትንተና (Problem Tree Analysis) – ስር የሰደዱ መንስኤዎችን፣ ዋና ዋና ችግሮችን፣ የችግሮቹን ዘላቂ ጉዳቶች እና የፖሊሲ ክፍተቶችን መለየት።

🔹 የአይስ በርግ ሞዴል (The Iceberg Model) – ከሚታዩ ችግሮች በስተጀርባ ያሉትን ጥልቅ መዋቅሮች እና መነሻ ምክንያቶች መመርመር።

🔹 ኃይልን/ጉልበትን መረዳት (Understanding Power) – ልዩ ልዩ የኃይል/የስልጣን ዓይነቶችን እና ገጽታዎችን መመርመር።

🔹 ኃይል እና የአሰራር ስርዓታዊ ለውጥ (Power and Systems Change) – የኃይል እንቅስቃሴዎች በስርዓቶች እና በውጤቶች ላይ እንዴት ተፅዕኖ እንደሚያሳድሩ መረዳት።

🔹 የስርዓታዊ ለውጥ ደረጃዎች (Levels of Systems Change) – ትርጉም ያለው እና ዘላቂ ለውጥ ሊመጣ የሚችልባቸውን የተለያዩ ደረጃዎች መዳሰስ።

🔹 የኃይል እንቅስቃሴዎችን መቀየር (Transforming Power Dynamics) – የኃይል ግንኙነቶችን መቀየር የሰዎችን ሕይወት የሚቀርጹ ስርዓቶችን እንዴት መለወጥ እንደሚችል መረዳት።

🔹 የግብረ-መልስ ዑደቶች (Feedback Loops) – ድርጊቶች እና ውጤቶች ስርዓቶችን ለማጠናከር ወይም ለመለወጥ እንዴት እርስ በርስ እንደሚገናኙ መመርመር።

🔹 የህዝብ ፖሊሲ እና የፖሊሲ ተሳትፎ ምህዳር (Public Policy and the Policy Engagement Landscape) – የፖሊሲ አካባቢውን እንዲሁም ውጤታማ ለሆነ ተሳትፎ እና ተፅዕኖ የመፍጠር ዕድሎችን መረዳት።

እነዚህ ክፍለ-ጊዜዎች ለተሳታፊዎች ውስብስብ ፈተናዎችን በወጉ ለመረዳት፣ የፖሊሲ ተፅዕኖ የመፍጠር ዕድሎችን ለመለየት እና ትርጉም ላለውና ዘላቂ ለሆነ የአሰራር ስርዓት ለውጥ የሚደረጉ ጥረቶችን ለማጠናከር የሚረዱ ጠቃሚ እውቀቶችን እና ተግባራዊ እይታዎችን አስጨብጠዋል።

Day 2 of the Training and Strategy Development on Advocacy & Policy Engagement for Systems Change, organized by the Hibret Alliance, was successfully completed today at the Arbaminch Catholic Church!

The day featured engaging and insightful sessions focused on understanding the root causes of social and systemic challenges and exploring approaches to achieving sustainable systems change. Key topics covered included:-

🔹 Problem Tree Analysis – identifying root causes, core problems, effects, and policy failures.

🔹 The Iceberg Model – exploring the deeper structures and underlying factors behind visible problems.

🔹 Understanding Power – examining different forms and dimensions of power.

🔹 Power and Systems Change – understanding how power dynamics influence systems and outcomes.

🔹 Levels of Systems Change – exploring different levels at which meaningful and sustainable change can take place.

🔹 Transforming Power Dynamics – understanding how changing power relationships can help transform the systems that shape people's lives.

🔹 Feedback Loops – exploring how actions and outcomes interact to reinforce or change systems.

🔹 Public Policy and the Policy Engagement Landscape – understanding the policy environment and opportunities for effective engagement and influence.

The sessions provided participants with valuable knowledge and practical perspectives to better understand complex challenges, identify opportunities for policy influence, and strengthen collective efforts toward meaningful and sustainable systems change.

**የስልጠናው መርሃ ግብር እንደሚከተለው ተዋቅሯል፦**

📌 **ቀን 1 – መሠረታዊ ፅንሰ-ሀሳቦች፦** በአሰራር ስርዓት ለውጥ ሙግትና እና በፖሊሲ ተሳትፎ መሠረታዊ ፅንሰ-ሀሳቦች ላይ ያተኩራል።

📌 **ቀን 2 – የሙግት ማዕቀፍ እና የጥቅም ህብረት (Coalition) ግንባታ፦** በሕብረት አሊያንስ የሙግት ማዕቀፍ፣ በፖሊሲ ተሳትፎ እና በጥቅም ህብረት ግንባታ ላይ ያተኩራል።

SCORE Hosts Three-Day Training and Strategy Development on Advocacy & Policy Engagement for Systems Change!

The SCORE Coordination Office, in collaboration with the Arbaminch Catholic Church Spiritan Fathers, is hosting a three-day Training and Strategy Development on Advocacy & Policy Engagement for Systems Change, organized by the Hibret Alliance.

The training, which commenced today in the morning, brings together participants from five organizations: Catholic Caritas Ethiopia – SCORE, Catholic Caritas Ethiopia – Hawassa Branch Office, Helvetas, SOS Children’s Villages, and Bushulo.

The training aims to strengthen participants' capacity to effectively engage in advocacy and policy processes and contribute to collective systems change.

By the end of the three-day training, participants are expected to:

Understand key concepts and approaches to systems change advocacy.

Apply practical advocacy tools for policy influence and stakeholder engagement.

Strengthen their capacity for collaborative advocacy and coalition building.

Develop joint advocacy strategies and action plans for systems change.

The training program is structured as follows:-

📌 Day 1 – Conceptual Foundations: Focuses on the conceptual foundations of advocacy and policy engagement for systems change.

📌 Day 2 – Advocacy Framework and Coalition Building: Focuses on the Hibret Alliance Advocacy Framework, policy engagement, and coalition building.

📌 Day 3 – Joint Strategy Development and Action Planning: The final day will focus on developing a joint advocacy strategy, action planning, and monitoring for systems change.

The training provides an important platform for participants to deepen their knowledge, share experiences, strengthen collaboration, and develop collective approaches to advancing meaningful and sustainable systems change.

ለዓመታት የፈተሌ ዶሮንጄ ቀበሌ ማህበረሰቦች በውሃ እጥረት እና ባልተገመተ የዝናብ ጥገኝነት ምክንያት በተደጋጋሚ ለሚከሰት የሰብል ውድመት ተጋልጠው ቆይተዋል። ዛሬ ግን እየተከናወኑ ያሉት የካናል (የመስኖ ቦይ) እና የውሃ ማጠራቀሚያ ግንባታ ስራዎች የምግብ ዋስትናው ለተረጋገጠ እና የአየር ንብረት ለውጥን ለሚቋቋም የተሻለ መጻኢ ጊዜ አዲስ ተስፋ ይዘው መጥተዋል!

ይህ በሳን ኦፍ ሆፕ (Sign of Hope) እና በጀርመን የኢኮኖሚ ትብብርና ልማት ሚኒስቴር (BMZ) የገንዘብ ድጋፍ ተደጉሞ በስኮር (SCORE) የሚተገበረው የአየር ንብረት-አስተዋይ የመስኖ ልማት ተነሳሽነት፤ አንዴ ተጠናቆ ስራ ሲጀምር ለአካባቢው ማህበረሰቦች ዘላቂ የመስኖ ውሃ አቅርቦት እና የተሻሻለ የኑሮ እድሎችን ይፈጥራል!

For years, the communities of Fetele Doronje Kebele have faced recurrent crop failures due to water scarcity and dependence on unpredictable rainfall. Today, the ongoing canal and reservoir construction works are bringing new hope for a more food-secure and climate-resilient future!

Once completed, this climate-smart irrigation initiative, financed by Sign of Hope and BMZ – German Federal Ministry for Economic Cooperation and Development and implemented by SCORE, will provide sustainable access to irrigation water and improved livelihood opportunities for local communities!

ሐምሌ 3 ቀን 2018 ዓ.ም.

የ SCORE ፕሮግራም ክትትል፣ ግምገማ፣ መማሪያና ተጠያቂነት (MEAL) የስራ ክፍል ከፋይናንስ ኃላፊው ጋር በመሆን፣ በ SCORE አርባምንጭ አካባቢ ጽሕፈት ቤት እየተተገበረ ባለው “I-CARE – ለቀጣይነት ላለው የምግብ ዋስትና እና የአየር ንብረት መቋቋም ፈጠራ-ተኮር የአየር ንብረት-ስማርት ግብርና” ፕሮጀክት ሥር ወደሚገኘው የመስኖ ቦርሆል (የጥልቅ ጉድጓድ) ሳይት የመስክ ክትትል ጉብኝት አድርገዋል።

ቡድኑ በቦዩ እና በውኃ ማጠራቀሚያው ግንባታ ሥራዎች ላይ አበረታች መሻሻሎችን የተመለከተ ሲሆን፣ ይህም ማኅበረሰቡ አስተማማኝና ዘላቂ የውኃ ምንጭ ለማግኘት ወደሚያደርገው ጉዞ አንድ እርምጃ ወደፊት እንዲራመድ አድርጎታል።

SCORE በአካባቢው ቀደም ሲል ካደረጋቸው ጣልቃ-ገብነቶች እንደተገነዘበው፣ ማኅበረሰቡ ሙሉ በሙሉ በዝናብ ጥገኛ በሆነ ግብርና ላይ መሰማራቱ በውኃ እጥረትና ባልተስተካከለ የዝናብ ስርጭት ምክንያት ለተደጋጋሚ የሰብል ውድመትና ለምግብ ዋስትና እጦት በእጅጉ እንዲጋለጥ አድርጎታል። ይህንን ተሞክሮ መሠረት በማድረግ፣ የ I-CARE ፕሮጀክት የማኅበረሰቡን የመቋቋም አቅም ለማጠናከር እና ኑሮን ለማሻሻል የታለሙ አዳዲስና የአየር ንብረት-ስማርት መፍትሔዎችን አስተዋውቋል።

የመስኖ መርሐ-ግብሩ ሲጠናቀቅ ከ30 ሄክታር በላይ ለሚሆን የእርሻ መሬት ዘላቂ የመስኖ ውኃ ያቀርባል ተብሎ የሚጠበቅ ሲሆን፣ ይህም ዓመቱን ሙሉ ለምርት ሥራ ምቹ ሁኔታን በመፍጠር ለአካባቢው ማኅበረሰብ እና ለወጣቶች የሥራ ዕድልና የገቢ ማስገኛ አማራጮችን ይፈጥራል።

ለፈተሌ ዶሮንጄ ሕዝብ ይህ ፕሮጀክት ከመሠረተ-ልማት ግንባታ በላይ ሲሆን፣ የበለጠ የምግብ ዋስትናው የተረጋገጠ፣ የአየር ንብረትን የሚቋቋም እና የበለጸገ መጻኢ ጊዜን የመሰነቅ ተስፋ ነው።

ይህ ጥረት በ BMZ የገንዘብ ድጋፍ በ Sign of Hope በኩል የሚተገበር ነው።

The SCORE MEAL Department together with the Finance Head conducted a field monitoring visit to the irrigation borehole site under the I-CARE – Innovation-driven Climate-smart Agriculture for Sustainable Food Security and Climate Resilience Project, implemented by the SCORE Arbaminch Area Office.

The team observed encouraging progress in the canal and reservoir construction works, bringing the community one step closer to a reliable and sustainable water source.

Through its previous interventions in the area, SCORE learned that communities' heavy dependence on rain-fed agriculture left them highly vulnerable to recurrent crop failures and food insecurity caused by water scarcity and erratic rainfall. Building on these lessons, the I-CARE Project has introduced innovative climate-smart solutions aimed at strengthening resilience and improving livelihoods.

Once completed, the irrigation scheme is expected to provide sustainable irrigation water for more than 30 hectares of farmland, supporting year-round agricultural production while creating employment and income-generating opportunities for local community and youth groups.

For the people of Fetele Doronje, this project is more than infrastructure-it is hope for a more food-secure, resilient, and prosperous future.

ጥቁር ውሃ፣ ኢትዮጵያ | ከሐምሌ 1–2 ቀን 2018 ዓ.ም.

“ለተባበረና ዘላቂ መጻኢ ጊዜ” (Together for Sustainable Future - TSF) የተሰኘው ፕሮጀክት ለሁለት ቀናት ያካሄደው ወርክሾፕ (የስራ አውደ ጥናት) በጥቁር ውሃ፣ ኢትዮጵያ በተሳካ ሁኔታ ተጠናቋል።

በመጀመሪያው ቀን (Day 1) ተሳታፊዎች ስለ TSF ፕሮጀክት፣ ስለ ጥምረቱ (Consortium) መዋቅር እና ስለ ቅንጅታዊ አሰራሮች ገለጻ ተደርጎላቸዋል። በተጨማሪም የአቅም ግንባታ እና የእውቀት ማጋሪያ መድረኩ የተስተዋወቀ ሲሆን፣ በተለይም በዲጂታል የመማሪያ ማስተዳደሪያ ስርዓቱ (Learning Management System - LMS) ላይ ትኩረት ተሰጥቷል። በቡድን ውይይቶችም ቅድሚያ የሚሰጣቸውን የስልጠና ሞጁሎች በመለየት፣ ሊያጋጥሙ የሚችሉ የቴክኒክ እቅፋቶችን በመፈተሽ፣ የይዘት ዝግጅት እና የክለሳ/ማጽደቅ ኃላፊነቶችን በመወሰን፣ እንዲሁም ሰራተኞች ከመድረኩ ጋር በንቃት እንዲሳተፉ የሚያስችሉ ስልቶችን በመንደፍ ላይ ትኩረት ተደርጓል።

ሁለተኛው ቀን (Day 2) በሁሉም የጥምረቱ አጋሮች መካከል ወጥ የሆነ አፈፃፀምና ሪፖርት አቀራረብ እንዲኖር ለማስቻል፣ የሥራ አፈፃፀም (Narrative) እና የበጀት ሪፖርት ማቅረቢያ ቅጾችን በጋራ ለመገምገም እና ለማሻሻል ለተከናወኑ የቡድን ስራዎች የተመደበ ነበር።

በካሪታስ ኦስትሪያ (Caritas Austria) እና በኤስ፣ኦ፣ኤስ ስዊዘርላንድ (SOS Switzerland) የገንዘብ ድጋፍ የሚደረግለት ይህ የ TSF ፕሮጀክት፤ በኦሮሚያ፣ በማዕከላዊ ኢትዮጵያ፣ በደቡብ ኢትዮጵያ እና በሲዳማ ብሔራዊ ክልላዊ መንግስታት ውስጥ የተቀናጁ እና ዘላቂ የልማት ላይ ትኩረት በማድረግ በጋራ ይተገበራል። ፕሮጀክቱ በእነዚህ አራት ክልሎች ውስጥ 300,000 ቀጥተኛ ተጠቃሚዎችን እና 1,000,000 በተዘዋዋሪ ተጠቃሚዎችን ተደራሽ ለማድረግ ያለመ ሲሆን፣ ወርክሾፑ ለ TSF ፕሮጀክት ስኬታማ ትግበራ በአጋሮች መካከል ያለውን ትብብር፣ መማማር እና ተጠያቂነትን የበለጠ ለማጠናከር በጋራ በመተማመንና ቃል በመግባት በተሳካ ሁኔታ ተጠናቋል።

Tikur Wuha, Ethiopia | 8–9 July 2026

The two-day workshop for the Together for Sustainable Future (TSF) Project has been successfully completed in Tikur Wuha, Ethiopia.

During Day 1, participants were introduced to the TSF Project, including its consortium structure and coordination mechanisms. The workshop also featured the introduction of the capacity-building and knowledge platform, with highlights on the Learning Management System (LMS). Group discussions focused on identifying priority training modules, addressing potential technical barriers, defining responsibilities for content creation and approval, and exploring strategies to encourage active staff engagement with the platform.

Day 2 was dedicated to collaborative group work on reviewing and refining templates for narrative and budget reporting to ensure harmonized implementation and reporting across all consortium partners.

The TSF Project, financed by Caritas Austria and SOS Switzerland, will be jointly implemented across Oromia, Central Ethiopia, South Ethiopia, and Sidama Regional States, focusing on integrated and sustainable development interventions. The project aims to reach 300,000 direct beneficiaries and 1,000,000 indirect beneficiaries across the four regions.

The workshop concluded successfully with a shared commitment among partners to strengthen collaboration, learning, and accountability for the successful implementation of the TSF Project.
