ইসলামের যেমন নিজের বিশ্বাস আর প্রার্থনা পদ্ধতি আছে, সাজগোজ আছে, অর্থনৈতিক মডেল আছে, সামাজিক ব্যবস্থা আছে; ঠিক তেমনই ভাবে নিজস্ব রাষ্ট্রচিন্তাও আছে। ইসলাম শুধু অন্যদের মতো কিছু বিশ্বাস আর অনুষ্ঠানে সীমাবদ্ধ না।

মুসলিমের চোখে রাষ্ট্র মোটামোটি দুই ধরণের হতে পারে,
১. দারুল ইসলাম
২. দারুল হা র ব

দারুল ইসলাম কোনগুলো? যেখানে আল্লাহর দ্বীন প্রতিষ্ঠিত। মুসলিমরা নিরাপদ। আদালতগুলো আমার আল্লাহর বিধান অনুযায়ী বিচার করে।

দারুল ইসলাম হতে হলে কি সবাইকে কি মুসলিম হতে হয়? না, হতে হয় না। ইসলামী শাসনের অধীনে যদি মুসলিম-অমুসলিম জনগণ একত্রে থাকেন, তবুও সেটা দারুল ইসলাম। যদি মুসলিমরা সংখ্যায় কম হয়, তবেও। সবাই ইসলামী শাসন মেনে নেওয়া অমুসলিম হয়, তবেও।

তাহলে দারুল হা র ব কোনগুলো? যেখানে ইসলামি বিধিবিধান প্রতিষ্ঠিত না, তাই তো নাকি? যে দেশে আল্লাহর আইন না, বরং কু ফ র দিয়ে রাষ্ট্রকল্প ঠিক করা হয়, আদালতগুলো চলে মানবরচিত আইনে, সেগুলোই দারুল হা র ব। দারুল কু ফ র-ও বলা যায়।

যদি কোনো দেশে অধিকাংশ মানুষ মুসলিম হয়, কিন্তু ইসলামী বিধিবিধান আইন হিসেবে প্রতিষ্ঠিত না হয়, তবে সেটাও দারুল হা র ব বলেই বিবেচিত হবে। প্রচলিতভাবে আমরা এগুলোকে 'মুসলিম দেশ' বলি, কিন্তু আসলে সেগুলো কু ফ রে র দেশই।
