The bible doesn't say that the Holy Spirit came in the form of a dove, it say he came in bodily form like a dove. There's a difference.
Like a dove means, as if it were a dove or as though he was a dove.
One can say that the Holy Spirit came from heaven in the likeness of a dove. In the similitude/similarity (the quality or state of being similar to something) of a dove.
Revelation 1:14 explains it beatifully that his hairs were white like wool. It wasn't wool, but it it was as if it were wool.
Luke writes in chapter 22:44 that Jesus's sweat was as if it were (like) drops of blood. It was not drops of blood, they migh have looked like it, but it was not blood. The sweat could have been more dense and thick, those are characteristics of blood drops.

And the Holy Spirit descended in a bodily shape like a dove upon him, and a voice came from heaven, which said, You are my beloved Son; in you I am well pleased.
Rev 1:14 KJV
His head and his hairs were white like wool, as white as snow; and his eyes were as a flame of fire;
Luk 22:44 KJV
And being in an agony he prayed more earnestly: and his sweat was as it were great drops of blood falling down to the ground.
