Household and Community Transformation (HCT) Board Approves the Strategic Plans for 2026–2030 and the Master Site Plan for LTCC During Meeting at Lweza

The Board of the Church of Uganda- Directorate of Household & Community Transformation has approved the Directorate Strategic Plan 2026–2030, the Lweza Training and Conference Centre Strategic Plan 2026–2030, and the Master Site Plan for LTCC marking an important step in strengthening the Directorate’s work of Institutional Strengthening and Capacity enhancement across the Province.

The HCT Board meeting was held on 31st July 2026 at Lweza Training and Conference Centre, chaired by The Rt. Rev. James William Ssebaggala Board Chairperson.

The HCT Directorate Strategic Plan 2026–2030 was presented to the Board as a Strategic roadmap for transforming households into resilient, productive and self-reliant communities through holistic, faith-driven development. The plan responds to major household challenges including poverty, livelihood & income insecurity, youth unemployment, food insecurity, climate change, gender inequality and increasing humanitarian emergencies.

It stands on six strategic pillars: Household Economic Empowerment and Resilient Livelihoods; Peace, Gender and Social Justice; Environmental Stewardship and Climate Resilience; Humanitarian Emergency Response; Karamoja Integrated Transformation; and Institutional Capacity, Organizational Sustainability and Social Enterprise Development.

The Lweza Training and Conference Centre Strategic Plan 2026–2030 which was also presented and approved by the same Board is expected to guide the Centre’s growth as a strategic Church of Uganda facility for training, conferences, accommodation, institutional development with mission-related engagements.

During the meeting, the Directorate presented its report for the previous 9 Months ( November 2025- July 2026) highlighting the progress in HCT’s work and evidence of transformation at household and community level. The report showed progress in practical livelihood support, community empowerment, and programmes aimed at improving the wellbeing of households through the Church’s grassroots structures.

The Board also visited the New Accommodation block under construction as the first phase of "CoU-Zimba Lweza" for site inspection. The Board members appreciated the progress of construction having found that the structure ha reached roofing level, with finishing works going on well in every section of the building. The visit enabled Board members to appreciate the ongoing works and the strategic importance of the facility to the wider mission and development agenda of the Church of Uganda.

Speaking during the meeting, The Rt. Rev. James William Ssebaggala appreciated the work being done by HCT Directorate and noted that the new strategic plans had come at the right time.

"We appreciate the commitment and progress being demonstrated by the HCT Directorate. The Strategic Plan is timely because it gives direction, focus and a clear framework for deepening household transformation across the Church. As a Board, we are encouraged to see that the work is not only being planned, but also translated into visible action on the ground,” Bishop Ssebaggala said.

The meeting was attended by Board members including Mr. Naboth Kamuboona, Mrs. Nahabwe Alice the Chairperson LTCC Management Committee, Acen Caroline, Ven. Canon Mike Sserwanga, and Dr. Wilson Enzama and the Director HCT Rev. Agaba Andrew. In attendance were all the Program Officers and the affiliate heads under the Directorate of HCT.

Rev. Agaba Andrew thanked the Board for its guidance and support, and appreciated the HCT team for its tireless efforts in advancing the Directorate’s mandate.

“We are grateful to the Board for coming to Lweza, reviewing our reports and approving these important strategic plans. HCT’s calling is to move households from vulnerability situations to resilience and self-reliance, and this requires clear planning, committed leadership and teamwork. I also thank the HCT staff for their dedication and continued service to the Church and communities,” Rev. Agaba said.

The approval of the two strategic plans positions HCT and Lweza Training and Conference Centre for a stronger phase of implementation between 2026 and 2030. The Board encouraged continued commitment, effective resource mobilization, accountability and coordinated action to ensure that the plans contribute meaningfully to household transformation, institutional growth and the mission of the Church of Uganda.

CHURCH OF UGANDA LAUNCHES EMERGENCY APPEAL FOR KARAMOJA FAMILIES AFFECTED BY ACUTE FOOD INSECURITY

Church of Uganda has launched an emergency appeal for support to thousands of families in the Karamoja Sub-region affected by the ongoing food insecurity crisis.

The appeal follows a resolution of the Church of Uganda Board of Trustees (Bishops) during its meeting held on 14th July 2026 at Nabugabo Holiday Centre in Masaka, West Buganda Diocese, which resolved to mobilize resources to support the humanitarian response.

The appeal is being coordinated through the Directorate of Household and Community Transformation (HCT) and is expected to end by 3rd August 2026.

The Board also directed that every Diocese designates a Mobilization Sunday to rally Christians and well-wishers to support the same.

Recent assessments conducted by the Church of Uganda technical teams, in collaboration with other humanitarian networks, indicate that 8 out of the 9 districts in Karamoja are affected by the hunger crisis.

The affected districts are Kotido, Amudat, Kabong, Nakapiripirit, Karenga, Abim, Napak, and Moroto. An estimated 41,000 people are in urgent need of emergency food assistance.

Church of Uganda calls upon Christians, dioceses, partners, and all people of goodwill to stand in solidarity with the people of Karamoja by providing both spiritual and material support.

The response will focus on:
* Food supplies, especially posho and beans;
* Nutritional supplements for children under five years;
* Support for school feeding programmes to keep vulnerable children in school; and
* Pastoral and spiritual care for affected families through the Dioceses of Karamoja and North Karamoja.

Speaking on the appeal, the Archbishop of Church of Uganda, The Most Rev Dr Stephen Samuel Kaziimba Mugalu emphasizes that this is a moment for the body of Christ to demonstrate compassion and love to brothers and sisters facing severe hardship.

“We are called to bear one another’s burdens and to respond with generosity and hope. The people of Karamoja should not walk through this crisis alone.” Archbishop Kaziimba.

Previous intervention

In June/July 2022, Church of Uganda launched an appeal for Karamoja and reached 4200 households with emergency food assistance and supplementary feeding for children aged 5 years following a similar hunger crisis in the region.

The Church Of Uganda, through its Church of Uganda- Directorate of Household & Community Transformation , has conducted a monitoring and technical support visit to East Busoga Diocese to assess the status of heifers distributed under the Church’s socio-economic empowerment initiative.

The visit, which took place on Monday, followed the delivery of heifers to East Busoga Diocese in March 2026. The heifers formed part of the balance of inputs provided under a Church of Uganda initiative supported by the Government of Uganda to improve the welfare and livelihoods of church leaders. The monitoring exercise was aimed at ascertaining the condition of the livestock, assessing how beneficiaries are managing them, and providing technical guidance to strengthen the impact of the programme.

In 2022, the Church of Uganda, with support from the Government, distributed livelihood inputs to several dioceses, including Lango, West Lango, Busoga, Kitgum, and Central Buganda. The inputs included heifers, poultry, piglets, and processing machines. These were intended to promote household income, food security, and sustainable livelihoods among church leaders and their families.

The East Busoga monitoring visit was led by the Provincial Treasurer, Mr. Balaam Muhebwa, together with the Accountant, Mr. Moses Mbogo, the HCT Programme Officer for Food Security and Sustainable Livelihoods, Mr. Alounzi Emmanuel. The team visited selected beneficiaries to observe the progress of the heifers and engage with church leaders on animal management, care, and sustainability.

During the visit, beneficiaries expressed appreciation to the Church of Uganda for extending the initiative to East Busoga Diocese. They noted that the livestock support had brought hope to their households and created an opportunity to improve livelihoods through milk production, income generation, and better household nutrition.

The monitoring team encouraged beneficiaries to take good care of the heifers and manage them as productive assets for household transformation. They emphasized that the success of the initiative depends on proper animal feeding, health care, record keeping, and responsible management.

The visit reaffirmed HCT’s commitment to supporting dioceses through practical livelihood initiatives that strengthen household welfare, promote self-reliance, and contribute to the broader mission of holistic transformation across the Church of Uganda.

NANSANA | 6th July 2026: The Director of Household and Community Transformation, Church of Uganda, Rev. Andrew Agaba, has urged scholars of the Ashinaga Africa Initiative Cohort 13 to use their education, leadership potential and global exposure to transform communities across Africa.

He made the remarks during the opening ceremony of the Ashinaga Africa Initiative Cohort 13 Study Camp in Nansana, held under the theme, “Transforming Communities through Resilience, Leadership, and Shared Responsibility.” The event brought together Ashinaga Uganda leadership, scholars, staff and partners, including representatives from the Embassy of Japan, JICA and the British Council.

In his keynote address, Rev. Agaba said the scholars represented the future of Africa and had been selected because of their intellect, resilience and potential to lead.

Drawing from the work of the Church of Uganda’s HCT Directorate, he emphasized that true transformation begins at household level, through moving families from vulnerability to self-reliance, strengthening livelihoods, improving health, and equipping young people with practical skills. He highlighted youth skilling and innovation as important pathways through which young people can become problem-solvers and job creators in their communities.

Rev. Agaba challenged the scholars to remember their “why” as they prepare for global academic opportunities, and to view their education not merely as personal advancement, but as preparation for service. He reminded them that the goal of the Ashinaga Africa Initiative is not brain drain, but brain gain, where young African leaders acquire knowledge, networks and skills and return to contribute to the development of their countries.

He appreciated the shared support of Ashinaga, Japan, JICA, the British Council and the Church of Uganda, and encouraged the scholars to be courageous in their choices, remain grounded in moral values and prepare to transform the continent.

‎Archbishop Kaziimba Inspects Lweza Training and Conference Centre Ahead of 2027 Global South General Assembly

‎LWEZA, 18th June 2026: As the Church Of Uganda prepares to host the Global South Fellowship of Anglicans (GSFA) General Assembly from 13th to 17th April 2027 at Lweza Training and Conference Centre, the Archbishop of the Church of Uganda, The Most Rev. Dr. Stephen Samuel Kaziimba Mugalu, today visited the Centre to assess its readiness for the international event.

‎During the visit, Archbishop Kaziimba toured the newly constructed accommodation facilities, whose construction was commissioned by the Vice President of the Republic of Uganda, H.E. Jessica Alupp, representing H.E. Yoweri Kaguta Museveni , during the Thanksgiving Service for Church of Uganda's Directorate of Household and Community Transformation held on 26th March 2026 at Lweza Training and Conference Centre.

‎"I am impressed by the speed and professionalism demonstrated in the construction of this project. We are committed to transforming Lweza Training and Conference Centre into a world-class provider of hospitality services while strengthening its original mandate as a premier training and conference facility," Archbishop Kaziimba said.

‎He added, "Church of Uganda has been hosting Global South Bishops' training conferences, with the next one scheduled for next month at this same facility. We have also successfully hosted several other international conferences, achieving excellent results. Hosting the Global South General Assembly is a strong vote of confidence in our organizational capacity."

‎The Archbishop was accompanied by the Provincial Secretary, Rev. Canon William Ongeng; the Director of Household and Community Transformation, Rev. Andrew Agaba and the General Manager of Lweza Training and Conference Center, Rev. Chrysostom Akwech.

‎According to Rev. Andrew Agaba, the ongoing construction project has reached the roofing stage and is expected to be completed by the end of next month.

The impact of the African Money Map Training is already being felt across dioceses as participants begin implementing the action plans agreed upon during the training at Lweza Training and Conference Centre.

In East Rwenzori Diocese, Rev. Innocent Nyikirizibwe has commenced training community members, with encouraging attendance and positive reception of the African Money Map message. Participants actively engaged in the sessions and expressed appreciation for the practical lessons on stewardship, self-reliance, and overcoming poverty.

In Mukono Diocese, Deborah Zawedde, the Household and Community Transformation (HCT) Coordinator, successfully mobilized community members who turned up in high spirits, eager to learn and receive knowledge that can transform their households and livelihoods.

These early successes demonstrate that the training did not end at Lweza. The trainers have returned to their communities equipped, motivated, and committed to multiplying the knowledge and empowering others to achieve household financial stewardship, food security, sustainable livelihoods, and community transformation.

The movement has begun. The mission continues.
