據考據三芝福成宮的金面媽神原為「台北府城天后宮」神祉，「台北府城天后宮」為清朝巡撫劉銘傳於光緒十四年(1888)所建，而媽祖神像仍皇帝勅封為金面，媽祖面色分三類，一類黑面：主為農漁人民信仰恭奉、二類為粉面為商業人士所朝拜、三類為金面為專屬達官顯貴才可恭奉，可見福成宮金面媽祖之尊貴與難得。
