Yes, if a man's wife passes away, it is permissible for him to marry her sister after her death. The prohibition mentioned in the Qur'an is that a man cannot be married to two sisters at the same time. Allah says: "And [also prohibited to you is] combining two sisters in marriage at the same time..." (Surah An-Nisa 4:23). Therefore, as long as the first marriage has ended due to death (or divorce and the completion of the waiting period where applicable), there is no Islamic prohibition against marrying the sister.
