𝗛𝗨𝗦𝗧𝗜𝗦𝗬𝗔 𝗼𝗻 𝘁𝗵𝗲 𝗰𝗶𝘃𝗶𝗹𝗶𝗮𝗻-𝗹𝗲𝗱 𝗧𝗿𝘂𝘁𝗵 𝗖𝗼𝗺𝗺𝗶𝘀𝘀𝗶𝗼𝗻

Rights group HUSTISYA acknowledges the newly launched Truth Commission, an announced civil society initiative, that will delve into the extrajudicial killings in former President Rodrigo Duterte’s drug war, and the importance of ascertaining the structural and institutional roots that engendered the thousands of killings in Duterte’s anti-narcotics campaign.

Such killings reportedly continue under the Marcos Jr. administration, with at least 1,184 drug-related killings (as of March 6, 2026) referred to by the UP Third World Studies Center’s Dahas Project. Arbitrary drug lists continue to exist in communities. It is imperative that no one, including the current administration and its State agents, is spared from scrutiny, as the majority of both direct and indirect perpetrators of killings and other rights violations committed in the name of the drug war remain free from accountability.

It is also imperative that in truth-seeking efforts, the political, economic and social contexts of the drug war as well as that of the main blueprints of suppression of rights are scrutinized. This should include the conduct, implementation, and massive impacts of policies of the government regarding counter-insurgency, the militarized pandemic response, and the attacks against the political opposition.

While up to 30,000 drug suspects were reportedly killed by Duterte’s police and state-sanctioned vigilante squads, the regime also killed 422 activists and left another 574 surviving attempts on their lives, as well as 21 victims of enforced disappearances. This includes our loved ones, who were killed in cold blood by Duterte’s police and military. Currently, there have been at least 135 activists and ordinary civilians killed extrajudicially under Marcos Jr., while at least 20 desaparecidos remain missing.

It is important that these efforts open the floodgates for all information and details into the operations of the Philippine National Police and the Armed Forces of the Philippines, who were behind these killings and have been operating systematically upon orders of Malacanang. It is likewise important to establish how the Davao Death Squad operates within the PNP, the Department of Interior and Local Government as well as the National Police Commission from the Duterte to the Marcos Jr. administration.

HUSTISYA, as an organization of families of victims of extrajudicial killings and other human rights violations, remains committed in the struggle for justice and accountability amid State-perpetrated violence, and will monitor the commission’s initiatives and efforts. (27 May 2026)

HUSTISYA PARA SA NEGROS 19!

Hindi sila Terorista.
Hindi sila "Na-brainwashed”
Sila’y mga Martir ng Sambayanan.

Mariin naming kinokondena ang brutal na pagpaslang sa tinaguriang Negros 19. Sila ay mga anak ng bayan na nag-alay ng kanilang talino, lakas, at maging buhay alang-alang sa laban para sa lupa, sahod, karapatan, at tunay na pagbabago sa lipunan.

Sa gitna ng sistematikong kahirapan, malawakang nakawan sa kaban ng bayan, kawalan ng lupa para sa magsasaka, mababang sahod para sa manggagawa, kawalan ng hustisya para sa maralita, at patuloy na panunupil sa mga lumalaban, hindi kataka-takang may mga taong piniling tahakin ang landas ng paglaban.

Hindi sila “na-brainwashed.”
Hindi sila simpleng “naligaw ng landas.”

Sila ay mga taong mulat sa kabulukan ng sistema. Mga taong nakakita at nakaranas sa araw-araw na pagsasamantala, pang-aapi, at kawalan ng pag-asa sa ilalim ng isang lipunang pinaghaharian ng iilan.

Ang pagpili nilang lumaban-anumang porma nito—ay hindi bunga ng panlilinlang kundi ng malalim na pagmamahal sa bayan at pagkamuhi sa inhustisya.

Bago ninyo sila husgahan, itanong muna natin:

Ilang magsasaka na ba ang pinaslang dahil sa nanawagan sila ng tunay na reporma sa lupa?
Ilang manggagawa na ba ang pinatahimik dahil sa paghingi ng makatwirang sahod?
Ilang estudyante, abogado, pari, g**o, at aktibista na ba ang pinatay dahil lamang sa pagpanig sa mahihirap?

Sa isang bansang ang pagtindig ay kadalasang tinutumbasan ng bala, sino ba talaga ang nagtutulak sa mamamayan upang humawak ng armas?

Ang tunay na dapat managot ay hindi lamang ang mga pasistang pumatay kundi ang sistemang lumikha ng desperasyon, galit, at digmaang ito.

Kaya nananawagan tayo:

Hustisya para sa Negros 19!
Panagutin ang mga salarin at utak sa likod ng pamamaslang!
Wakasan ang red-tagging, militarisasyon, at pasismo!
Tugunan ang ugat ng armadong tunggalian: lupa, sahod, trabaho, at tunay na demokrasya!

Ang dugo ng mga martir ay hindi kailanman masasayang.

Sa bawat buhay na inialay, mas lalong titibay ang panawagan ng sambayanan para sa tunay na kalayaan at hustisyang panlipunan.

Makibaka! Huwag matakot!

Tribute to people's martyrs!

We gather to honor six heroes and martyrs who made the ultimate sacrifice in service to the people. We not only mark the anniversaries of their deaths this April and celebrate their lives of service. In the case of Randall Echanis, we mark what would have been his 78th birth anniversary.

More importantly, we renew our calls for justice for their brutal killings and reiterate our demands that the perpetrators be held accountable. The extrajudicial killings of Benjaline Hernandez, Eden Marcellana, Eddie Gumanoy, Recca Noelle Monte, Randall Echanis and Kaliska Dominica Peralta occurred over a period of 22 years and span the terms of four presidents—Gloria Arroyo, Benigno Aquino III, Rodrigo Duterte and Ferdinand Marcos Jr.

Each of these regimes are responsible for the extrajudicial killings of activists, human rights defenders and hors de combat and must be held accountable. Extrajudicial killings are resorted to by repressive regimes to coerce the people into submission.

But we will not be deterred by repression and stand in solidarity with all victims of State violence in their continuing struggle for justice and accountability.

We demand justice for BENJALINE HERNANDEZ, deputy secretary-general of KARAPATAN-Southern Mindanao, who was killed with three others on April 5, 2002 by Philippine Army soldiers and paramilitaries in Arakan, North Cotabato while conducting research on the impact of the peace process.

We demand justice for EDEN MARCELLANA, Secretary General of KARAPATAN-Southern Tagalog, and EDDIE GUMANOY, Chairperson of Katipunan ng mga Samahang Magbubukid sa Timog Katagalugan (KASAMA-TK), who were abducted and killed on April 21, 2003 by elements of the 204th Infantry Brigade while leading a fact-finding mission in Mindoro Oriental.

We demand justice for RECCA NOELLE MONTE, a former engineering student of the University of the Philippines who later joined the New People’s Army (NPA). She was captured alive by elements of the 41st Infantry Battalion of the Philippine Army on September 4, 2014, brutally tortured and killed despite being hors de combat.

We demand justice for RANDALL ECHANIS, Chairperson of Anakpawis Partylist and a consultant of the National Democratic Front of the Philippines on social and economic reforms. Born on April 23, 1948, he was tortured and stabbed multiple times on August 10, 2020 by five suspected military men who forced their way into his apartment in Quezon City.

We demand justice for KALISKA DOMINICA PERALTA, a former film major at the University of the Philippines who joined the NPA. On April 10, 2024, she was captured alive and unarmed in Quezon, Bukidnon, tortured and killed by elements of the 1003rd Brigade of the Philippine Army, denying her her rights as hors de combat.

A tribute to the martyrs of the Marcos dictatorship killed or disappeared 50 years ago, was held this Sunday morning, March 29, at Bantayog ng mga Bayani.

Nineteen martyrs including Maria Lorena Barros, Eman Lacaba, Emmanuel Yap Jr., 19-year-old Lorenzo Lansang and several Philippine Science High school students were honored through candles, flower offerings, testimonies, and cultural performances.

The Lacaba family, martial law survivors, as well as old and new generation of activists were present.

This event is organized by Campaign Against the Return of the Marcoses and Martial Law (CARMMA), Hustisya and Karapatan.

Statement of KARAPATAN and HUSTISYA on the 7th anniversary of Randy Felix Malayao’s killing

The 30th of January 2026 marks the seventh anniversary of the extrajudicial killing of Randy Felix Malayao, a consultant of the National Democratic Front of the Philippines (NDFP) in the peace talks with the Government of the Republic of the Philippines.

Malayao was killed when a suspected State agent boarded the bus he was riding as it made a stopover in Aritao, Nueva Vizcaya. The gunman shot Malayao while he was sleeping.

A former student leader, an abduction and torture victim and a political prisoner for more than four years under the Gloria Arroyo regime, Malayao was the first of 14 NDFP consultants to be killed under treacherous circumstances by the Duterte and Marcos Jr. regimes.

Before Malayao was killed, he had attended the peace talks as an NDFP consultant on political and constitutional reforms. Unlike many of the other NDFP consultants who were released on bail to join the talks, Malayao had no criminal charges pending against him and could freely travel around the Philippines and abroad for peace talks-related activities. He had been acquitted of all of the trumped-up cases filed against him and was released from detention in 2012. He had been an NDFP consultant since 2008 and since 2012, had participated in the peace talks in this capacity.

Yet the Duterte regime gunned him down like a common criminal, the same way it eliminated drug suspects, and proceeded to do the same to other NDFP consultants such as Julius Giron, Randall Echanis, Eugenia Magpantay, Agaton Topacio, Reynaldo Bocala, Jorge Madlos and Pedro Codaste. The succeeding Marcos Jr. regime continued this murderous spree with the extrajudicial killings of Benito and Wilma Tiamzon, Rogelio Posadas, Co**ha Araneta and Ariel Arbitrario.

With regards to Malayao’s killing, the police were more intent on getting their hands on his personal effects and never made a serious effort to investigate. They even issued the ludicrous but convenient theory that he had been eliminated by his fellow comrades.

The seventh anniversary of Randy Felix Malayao’s killing marks seven years of rank injustice and brazen impunity. It further brings to the fore the crushing absence of accountability for the deaths of many other NDFP consultants attended by treachery and flagrant violations of human rights and international humanitarian law.

KARAPATAN and HUSTISYA deplore this continuing injustice and will persevere in demanding accountability for Randy Felix Malayao’s extrajudicial killing and that of other NDFP consultants by the vicious Duterte and Marcos Jr. regimes. (30 January 2026)
