BEI of the said precinct number in Brgy. Doongan, Butuan City, Agusan del Norte let the delayed voters shaded the ballot paper without the VCM.

We've received reports that due to VCM breaking down and the delays in replacement machines, voters are being asked to leave their filled ballots to the BEI so that these can be inserted later. This practice defeats the purpose of having a receipt to verify your vote since you will not be there to get the receipt when it is inserted later. This could also lead to disenfranchisement if your ballot is not inserted for some reason. A voter has the right to insist that he or she personally insert the ballot into the VCM. Please repost.

It is happening in Brgy. Doongan, Butuan City, Agusan del Norte precinct number 172.

KontraDaya Caraga Update: VCM malfunction and cannot be repaired by technician from the precinct cluster: 172 in Brgy. Doongan, Butuan City, Agusan del Norte and now it causes delay and temporary cut off of election in the said cluster precinct. BEI and Comelec assures replacement within this afternoon.
