The JIBWIS (Jama'atu Izalatil Bid'ah Wa Ikamatis Sunnah) constitution outlines a unique "tripodal organizational structure"
with the Ulama Council, the Executive, and the First Aid Group as its three major components.
The specific duties are generally defined as follows:
Ulama Council: Majalisan Malamai (Preachers' Council)
Religious Guidance and Doctrine:
The primary function is the propagation of the faith (Da'wah) and providing religious guidance based on the Quran and Sunnah.
Advisory Role:
It serves as an advisory function within the organization, guiding the executives and members on matters of Islamic law and practice.
Education:
The Council is heavily involved in establishing and overseeing Islamic schools and educational institutions, emphasizing the search for knowledge and moral development.
Mobilization:
It is responsible for grassroots mobilization through public preaching, lectures, seminars, and workshops.
Executive Uwar gungiya (Administrative Council)
Administration and Management:
The Executive body is responsible for the overall planning, organization, direction, coordination, and control of the organization's administrative affairs.
Policy and Finance:
It handles policy matters, finance, and properties of the organization.
Implementation:
The Executive is tasked with the ex*****on and maintenance of the constitution and the implementation of decisions made by the Ulama Council.
Representation:
It serves as a channel of contact with government authorities and coordinates external contacts and activities of the organization.
First Aid Group agaji
Security and Welfare: The group is primarily responsible for ensuring the adequate security of lives and properties of the community and its members during events and gatherings.
Support Services:
It performs auxiliary and support functions for the organization's main activities, such as crowd control and providing immediate assistance (first aid) when needed.
Logistics:
The group assists the executives in their functions, which may involve logistics and maintaining order during large public events like preaching sessions and competitions.

1. For Routine and Executive Decisions: The Branch Executive Council (BEC)
This is the main administrative body that handles the day-to-day affairs of the branch. The number is not random but corresponds to the essential offices needed to run a community organization.
Typical Composition (7-15 Members):
1. Branch Chairman (Rais):Presides and has a casting vote.
2. Vice Chairman:Acts in the chairman's absence.
3. Secretary: Records minutes and handles correspondence.
4. Assistant Secretary:Supports the secretary.
5. Treasurer (Amin Kudi):Manages all finances.
6. Financial Secretary:Keeps financial records and issues receipts.
7. Publicity Secretary:Manages communications.
8.Youth Leader (Shugaban Matasa):Represents the youth wing.
9. Council of Ulama
10.First aid group
10-15. Trustees/Elders (Wakilai):3 to 5 respected senior
members who provide counsel and ensure stability.
How they decide:Within this council, decisions are made through discussion aiming for consensus (Ijma').If consensus fails, they typically proceed to amajority vote.among the members present.
2. For Major Strategic or Elective Decisions: The General Meeting
For decisions that fundamentally affect the entire branch, the Executive Council alone is not enough. A larger body comprising the general membership is convened.
Composition:All registered and financial members of the branch.
Quorum Requirement:The branch's internal by-laws will specify a quorum the minimum number of members that must be present for the meeting's decisions to be valid. Common quorum rules include:
One-third (⅓) of registered members.
A simple majority (50% + 1) of registered members.
Two-thirds (⅔) of registered members for extremely critical issues affecting the branch.
Summary
For daily operations:7 to 15 people (the Branch Executive Council).
For fundamental branch issues: A quorum of the general membership, often one-third or more of all members. Mentioned above.
This two-tiered system ensures efficient day-to-day management while maintaining democratic accountability to the broader membership for the most important matters.
