The JIBWIS (Jama'atu Izalatil Bid'ah Wa Ikamatis Sunnah) constitution outlines a unique "tripodal organizational structure"
with the Ulama Council, the Executive, and the First Aid Group as its three major components.
The specific duties are generally defined as follows:

Ulama Council: Majalisan Malamai (Preachers' Council)
Religious Guidance and Doctrine:

The primary function is the propagation of the faith (Da'wah) and providing religious guidance based on the Quran and Sunnah.

Advisory Role:
It serves as an advisory function within the organization, guiding the executives and members on matters of Islamic law and practice.

Education:
The Council is heavily involved in establishing and overseeing Islamic schools and educational institutions, emphasizing the search for knowledge and moral development.

Mobilization:
It is responsible for grassroots mobilization through public preaching, lectures, seminars, and workshops.

Executive Uwar gungiya (Administrative Council)
Administration and Management:
The Executive body is responsible for the overall planning, organization, direction, coordination, and control of the organization's administrative affairs.

Policy and Finance:
It handles policy matters, finance, and properties of the organization.

Implementation:
The Executive is tasked with the ex*****on and maintenance of the constitution and the implementation of decisions made by the Ulama Council.

You shouldn't be deceive.

1. For Routine and Executive Decisions: The Branch Executive Council (BEC)
This is the main administrative body that handles the day-to-day affairs of the branch. The number is not random but corresponds to the essential offices needed to run a community organization.

Typical Composition (7-15 Members):
1. Branch Chairman (Rais):Presides and has a casting vote.
2. Vice Chairman:Acts in the chairman's absence.
3. Secretary: Records minutes and handles correspondence.
4. Assistant Secretary:Supports the secretary.
5. Treasurer (Amin Kudi):Manages all finances.
6. Financial Secretary:Keeps financial records and issues receipts.
7. Publicity Secretary:Manages communications.
8.Youth Leader (Shugaban Matasa):Represents the youth wing.
9. Council of Ulama
10.First aid group
10-15. Trustees/Elders (Wakilai):3 to 5 respected senior

members who provide counsel and ensure stability.
How they decide:Within this council, decisions are made through discussion aiming for consensus (Ijma').If consensus fails, they typically proceed to amajority vote.among the members present.

2. For Major Strategic or Elective Decisions: The General Meeting
For decisions that fundamentally affect the entire branch, the Executive Council alone is not enough. A larger body comprising the general membership is convened.

Composition:All registered and financial members of the branch.
Quorum Requirement:The branch's internal by-laws will specify a quorum the minimum number of members that must be present for the meeting's decisions to be valid. Common quorum rules include:
One-third (⅓) of registered members.
A simple majority (50% + 1) of registered members.
Two-thirds (⅔) of registered members for extremely critical issues affecting the branch.

Summary
For daily operations:7 to 15 people (the Branch Executive Council).
For fundamental branch issues: A quorum of the general membership, often one-third or more of all members. Mentioned above.

This two-tiered system ensures efficient day-to-day management while maintaining democratic accountability to the broader membership for the most important matters.

A Call to Order and Urgent Intervention at the Maiadiko Branch

To: The Entire Jama'atul Izalatul Bid'a Wa'iqamatis Sunnah (JIBWIS) Community, Maiadiko Branch
From:Concerned Members of the Ummah
Date 6/11/2025
Subject: Urgent Need to Address Gross Misconduct and a Plot to Undermine Leadership
This serves as a formal call to order and an urgent appeal for intervention against the actions of three individuals whose conduct is threatening the unity, integrity, and very foundation of our organization at the Maiadiko branch.

1. Preamble: A Breach of Trust and Due Process
It has come to our notice that a faction of three individuals is operating with questionable character, attempting to rule hundreds of members by force and manipulation. Their actions are a direct contradiction to the principles of Shura (consultation) and justice upon which our Jama'atu is built.

2. The Charges and Evidence of Misconduct:
We have observed and can substantiate the following grave concerns:

Unauthorized and Exclusionary Meetings: They have organized meetings without the knowledge or consent of the Executive Committee (EXCO) and other responsible community leaders.
Malicious Suspensions Without Due Process:
The Secretary of the organization was suspended illegally, purely because he was perceived as a threat to their plans.
Shugaban aiyuka kungiya ( Musa) was similarly suspended after refusing to support their illicit agenda, despite his wise counsel to act for the sake of Allah alone.
A Coordinated Plot to Remove Leadership: The primary aim of this group is to forcibly remove our duly recognized leader, Alhaji Bala Man B, from his seat as Shugaba, and install `[Malami] in his place. We possess proof of this scheme.
Division and Slander: These individuals, acting as "Local Champions," are sowing discord by using derogatory names and even words of kufr against fellow Muslims with whom they once struggled to achieve common goals.

3. Our Stance and Resolution:
Enough is enough. We stand firmly by the truth and believe that the truth shall prevail. We will not stand idly by and allow three people to mislead the entire organization and destroy what we have built together.

Leadership is about fellowship, not dictatorship. The Izala movement is for everyone, and we will not allow it to be manipulated by a few.

4. Our Demand:
We call upon Alhaji Bala Man B to act smartly and decisively,
today. We demand the immediate and unconditional suspension of these three individuals for their gross misconduct and actions aimed at destroying the organization.

Failure to take immediate and decisive action will lead to consequences that will not "hold water" and could irrevocably damage the peace and unity of our branch.

We are calling for reason and the restoration of order, for the sake of Allah and the future of our Jama'atu.

Yunusa Abdullahi
On behalf of the Concerned Members of the Ummah
Maiadiko Branch. If action is not been taken I personally will suspend myself from the movement and I assure you hundreds of my kind will surely back out from this mess. Munafurci dodo.…..
