BREAKING…New Bill, Enugu Govt moves against illicit ‘spiritualists’, bandits, kidnappers
..to outlaw money rituals, 'okite’, criminal bulletproof charms
..native doctors, ‘ezenwanyi’, herbalists, others to be registered and regulated

Governor Peter Mbah has transmitted an Executive Bill to the Enugu State House of Assembly to checkmate criminal activities among native doctors, herbalists and related persons in the state.

The proposed legislation entitled "Maintenance of Internal Security, Vigilance and Order", also outlaws money rituals otherwise known as ‘okite’, criminal bulletproof charms, otherwise known as ‘odeshi.'

It equally outlaws illegal use or occupation of forests and property for criminal activities.

By the provisions of Section 3 (1), “Every person, who engages in the practice or rendering of spiritual services within the state, whether as a native doctor, herbalist, spiritualist, chief priest, diviner, seer, or by any other traditional or spiritual title or designation, shall be registered with the ministry, department or agency (MDA) of the state as may be designated by the Governor for that purpose.”

Practising without registration will attract a fine of not less than N1 million and not more than N5 million or two-year imprisonment or both.

Section 15 of the proposed legislation provides, “Any person who, under the guise of spiritual or traditional practice (including but not limited to the practices commonly referred to as ‘okite’, ‘ezenwanyi’, or any other mystical or ritual name/form) administers or causes to be administered any charm, substance, or object on or for another person, for the purpose of: (a) invincibility and other forms of protection to facilitate the commission of any criminal offence; or (b) acquiring wealth or benefits by supernatural means outside any lawful means of livelihood, commits an offence and is liable on conviction to imprisonment for a term of six (6) years or to a fine of not less than five million naira (N5,000,000), or both.

“Any person, who falsely claims to possess supernatural powers or misleads the public into believing so, for the purpose of gaining reward, or influence (whether financially or otherwise) commits an offence and shall be liable on conviction to imprisonment for a term of three (3) years or to a fine of not less than three million naira (N3,000,000), or both."

It further provides that where a person claims spiritual powers under this law, "the burden shall lie on such a person, during investigation, to provide reasonable proof of the purported supernatural abilities claimed.”

In the same vein, Section 16 prescribes six years of imprisonment or a fine of N5 million or both against anyone, who uses or knowingly permits the use of any religious place, for the commission or facilitation of a crime, in addition to sealing of the facility pending the outcome of investigation.

Section 17 stipulates that “Any person who performs, facilitates, demands, directs, or participates in any ritual or traditional practice involving the use of human parts, or who causes another person to do so, commits an offence and shall be liable on conviction to imprisonment for a term of twenty (20) years without the option of a fine.”

Under Section 13, “Any person found in a camp, bush, or forest within Enugu State without any reasonable or lawful cause, and under circumstances giving rise to reasonable suspicion of involvement in any criminal activity, shall be promptly handed over to the Nigeria Police Force or any competent security agency for proper investigation in accordance with the law.”

On the use of forests and property for banditry and kidnapping, the Bill proposes, “Any person who owns, occupies, or has control over any land or building, whether located in a forest or elsewhere, and knowingly allows it to be used as a camp, hideout, or base for kidnapping, the unlawful detention of victims, the collection of ransom, or for any other activity connected to kidnapping or banditry, commits an offence and is liable on conviction to imprisonment for a term of twenty (20) years without the option of a fine.”

Also, any person, who knowingly allows any person, who is not a member of the nation’s security agencies to reside, camp, or establish any form of settlement on his or her land, except for farming, is liable on conviction to two-year imprisonment without an option of fine.

Any person who knowingly fails to report suspicious use of their property, and fails to report the same to the security agencies “commits an offence and shall be liable on conviction to imprisonment for a term of two (2) years without the option of a fine."

“Subject to the provisions of Section 3 of the Criminal Code (Second Amendment) Law 2016, any land, property, or structure used in contravention of Sections 7, 8, 9 and 10 of this Law shall be forfeited to the Government of Enugu State,” the Bill further provides.

Again, money, property, and other proceeds of theft, robbery, kidnapping, among others are to be forfeited to the Enugu State Government, unless a lawful and verifiable owner claims it within a reasonable time.

The Bill equally makes it mandatory for private security outfits to register with the State Government, providing the particulars of the outfit and all armed security operatives employed or deployed by them, while all presidents-general of town unions are to submit security reports to local government council chairmen or any other department designated by the government not later than the first week of every new month.

In the same vein, landlords and proprietors of hotels, guest houses, and estate associations are demanded by the Bill to obtain and transmit valid means of identification, phone number, occupation, and place of work of their prospective tenants and guests to the relevant authority.

Proprietors of hotels and other lodging facilities shall install a surveillance camera within public areas to record and submit records of activities to relevant authorities.

Penalties for contravention of this provision range from a fine of not less than N500,000 for landlords to N1 million.

Wike Visits China Over FCT Satellite Towns Water Project

The Federal Capital Territory (FCT) Minister, Nyesom Wike, will any moment from now arrive in China, ahead of series of official engagements, aimed at ensuring provision of water for Satellite Towns in the FCT.

The Minister’s Senior Special Assistant on Public Communications and Social Media, Lere Olayinka, said in a statement on Thursday, that the FCT Minister is presently in Dubai, the United Arab Emirates, enroute China.

While in China, he will meet with officials of the China Geo-Engineering Corporation Overseas Construction (CGCOC) Group.

It should be recalled that when President Bola Ahmed Tinubu visitted China last year September, Memorandum of Understanding (MoU) was signed with the China Civil Engineering Construction Corporation (CCECC) and CGCOC Group to improve electricity and water supply in the FCT.

President Tinubu advocated for the projects as part of his agenda to renew the hope of FCT residents in the government through the ex*****on of people-oriented projects like provision of water.

In line with this, the President approved ₦50 billion for the provision of potable water in FCT satellite towns.

Therefore, in keeping up with the President’s directive that there must be water supply in satellite towns in Gwagwalada, Kwali and Kuje Area Councils, the Minister has embarked on the trip to China for a crucial meeting with the CGCOC Group.

He is expected back to Nigeria next week.

After allegedly killing this young lady—a first-class student of Lead City University, Ibadan—in Lagos, Benjamin Best Nnayereugo, a male internet fraud suspect widely known as “Killaboi,” fled to Dubai and later to Doha, Qatar.

With the assistance of INTERPOL, the police have brought him back to Lagos this morning to face justice.

‎As IGP Appreciates AGF, INTERPOL, Assures of Diligent Prosecution

‎The Nigeria Police Force has successfully completed the extradition of Benjamin Best Nnayereugo, male, widely known as “Killaboi,” from Doha, Qatar to Nigeria. The fugitive, who had been on the run for the murder of Miss Augusta Oseodion Onuwabhagbe, was returned to the country in the early hours of today, Saturday, 19th April 2025, through the coordinated efforts with the Ministry of Justice, INTERPOL National Central Bureau (NCB), Force Headquarters Abuja and the Qatari Judicial Authorities.

‎The extradition followed a petition from the family of the deceased, submitted through their legal representatives dated 29th September 2024. The matter was assigned to INTERPOL NCB Abuja for investigation. Investigations revealed that the suspect, Benjamin Best Nnayereugo, murdered Miss Onuwabhagbe, a 21-year-old first-class student of Lead City University, Ibadan, at his residence located at No. 24A Abiola Apooyi Street, Oral Estate, Ajah, Lagos, on 13th July 2023. After committing the crime, he fled Nigeria and later released an online video purporting to confess to the act, a deceptive strategy to derail investigative efforts.

‎Following his declaration as wanted by the NPF Lagos State Criminal Investigation Department (SCID) on 13th October 2023, an INTERPOL Red Notice was issued for his global apprehension. He was initially arrested in Freetown, Sierra Leone, on 20th October 2023 under the false identity “KANU PRINCETON SAMUEL,” but escaped custody during a prison break on 26th November 2023 in Feeetown.

‎Further intelligence gathering revealed that the suspect continued to evade law enforcement, traversing multiple regions including West Africa, East Asia and the Middle East, under forged identities before eventually relocating to Doha, Qatar on 24th January, 2025. Operating under the alias “TOURE ABDOULAYE” with a fraudulent Guinean passport, he secured illegal employment and concealed his identity.

‎Through robust international cooperation and the use of advanced biometrics, INTERPOL NCB Abuja, in collaboration with INTERPOL NCB Doha, confirmed his identity, leading to his arrest by Qatari authorities in February 2025. An official extradition request, processed via the Federal Ministry of Justice, Abuja, was subsequently approved by the Qatari judicial authorities, resulting in his repatriation to Nigeria.

‎The Inspector-General of Police, IGP Kayode Adeolu Egbetokun, Ph.D., NPM, while recognising the strength in the synergy amongst nations to curb trans-border crimes, commended the diligence of INTERPOL NCB Abuja and extended sincere appreciation to the Honorable Attorney-General of the Federation and Minister of Justice, the Government of Qatar, INTERPOL NCB Doha, and the Nigerian Embassy in Qatar for their invaluable collaboration in securing the fugitive’s return.

‎The Inspector-General of Police further assured the general public of the Nigeria Police Force's commitment to ensuring that the suspect faces diligent prosecution, as part of the NPF’s dedication to justice and the safety of all Nigerians.

Work on your appeal. Make yourself likeable and endearing.

Who hates you might not matter, but what if nobody likes you?

This topic is not talked about a lot, but aura is a huge deciding factor for most things that happen in your life.

Haven't you met people who did nothing to you, yet for some reason you dislike them?

They didn't offend you, didn't have quarrels with you, but you just don't like having them around.

It's easy to say "be you" "do you" "the world will adjust", until you realise you need more than just you to succeed or thrive.

Don't let a bad aura linger around you. It denies you favours.

Here are some ways you can work on your appeal to make yourself more likeable, endearing, and exude an aura that attracts love or favour.

#1. Firstly, Love yourself.

Yes, love is contagious. The moment you start loving yourself, you'll find out people automatically gravitate towards you.

Understand that you're not a burden and you're worthy of love. Give yourself a good dose of it.

Loving yourself comes with extra pecks of Respect, confidence, moderation and class.

People see these things and will treat you similarly.

#2. Be kind to people:

People remember good deeds. It mustn't be too much. But give helping hands to people in any way you can. It mustn't always be about you. Look out for people, talk to people nicely, give compliments to people (even those you consider below you), support people, and genuinely stick your head out for other people.

#3. Wear a smile. Smell good. Maintain a good breath. Prioritize your personal hygiene.

It makes it easy for people to approach you or hang around you.

#4. Understand that you're not special. Yeahhh 😊 and there's nothing wrong about that. When you get gifts or good gestures, be unspecial enough to show gratitude. Genuinely appreciate people for doing stuff for you. Do not feel entitled.

Feel lucky, feel loved, but not entitled.

#5. Stop always asking, start giving. People shouldn't expect stuff to leave them whenever they come across you. Come on 🤦🏻‍♀ DON'T h8te yourself that much.

#6. Listen More, Talk Less.

People love to be heard. Being a good listener makes you instantly more likeable. Instead of always trying to speak or share your own opinion or experiences, take time to listen, ask thoughtful questions, and show genuine interest in what others have to say.

#7. Be Positive and Light-Hearted.

Nobody likes to be around a constant complainer or someone who always brings negativity into conversations. Try to keep an optimistic outlook, laugh often, and bring light-hearted energy to your interactions. This makes people naturally enjoy your presence.

#8. Respect Boundaries and Read the Room

Not everyone wants to engage all the time, and that’s okay. Learn to pick up on social cues—when to talk, when to give space, and when to offer support. Being socially aware increases your appeal.

#9. Be Reliable and Keep Your Word

Trust is a huge factor in likeability. If you say you'll do something, follow through. People appreciate those who are dependable, and it makes them feel safe around you.

#10. Surround Yourself with Good Energy

The people you hang around with influence how others see you. If you keep company with positive, uplifting individuals, it reflects on you. Likewise, if you surround yourself with negativity, it can cast a shadow on your aura.

When you're likeable, finding a life partner becomes easier too. 😊

At the end of the day, likeability isn’t about being fake or trying too hard—it’s about self-awareness, kindness, and making people feel good in your presence.

Justice Binta Nyako of the Federal High Court in Abuja has recused herself from the trial of the leader of the proscribed Indigenous People of Biafra (IPOB), Nnamdi Kanu in the terrorism charges brought against him by the federal government.

Recuse, as defined by the Law.com dictionary, means to refuse to be a judge (or for a judge to agree to a request by one of the parties to step aside) in a lawsuit or appeal because of a conflict of interest or other good reason (acquaintanceship with one of the parties, for example). It also applies to a judge or prosecutor being removed.

Her withdrawal on Tuesday was prompted by a disruptive request from Kanu during the court’s scheduled trial commencement.

The federal government had accused Kanu of broadcasting threats across Nigeria, warning that anyone who flouted a sit-at-home order in the southeast would face consequences, and inciting insurrection against the government.

The federal government alleged that, based on Kanu’s threats, banks, schools, markets, shopping malls, and petrol stations in the southeast have remained closed. Kanu denied the allegations, paving the way for trial.

At the resumed hearing, the federal government’s lawyer, Adegboyega Awomolo SAN, requested that the trial commence.

Kanu’s lawyer, Alloy Ejimakor, asked the court to adjourn the trial due to two pending appeals challenging the court’s jurisdiction.

Awomolo argued that a criminal trial cannot be stalled because of a pending appeal and that the defense should file for a stay of proceedings at the appellate court.

The judge stated that the parties should not delay the matter, having ruled that the court would not attend to any applications until the end of the trial.

Ejimakor insisted it was inappropriate to continue with the trial when he had not adequately prepared his client.

He asserted that all court orders directing the detaining authority to allow him to prepare Kanu had been disobeyed.

The judge then directed that a prosecution witness be called, allowing Kanu’s lawyers to confer with him and cross-examine the witness the following day.

Kanu then stood up and confronted his counsel, instructing him to sit down.

He insisted that the Supreme Court ruled his fundamental rights should not be violated by the detaining authority, especially regarding access to his lawyers.

“I will not subject myself to this court,” Kanu stated, asking the judge to recuse herself from the matter.

Awomolo countered that the Supreme Court’s judgment delivered in 2023, regarding the federal government and Nnamdi Kanu, mandated the court to proceed with the hearing and determination of Kanu’s trial.

He stated that Kanu’s claims did not align with the Supreme Court’s verdict.

“This is clearly an incompetent and audacious observation,” Awomolo said.

The judge responded that, as far as she was concerned, there was nothing in the Supreme Court’s lead judgment that supported Kanu’s assertion.

She expressed surprise that the defendant would stand up and yell at his counsel.

“I have already recused myself from this case and remit the file to the Chief Judge for further necessary action,” Nyako stated, saying she could not proceed with a trial where a defendant lacks confidence in her.

Awomolo opposed the application for the judge to recuse herself.

“I hereby recuse myself. I refer the case to the Chief Judge,” Nyako declared, indicating that Kanu had disrupted the proceedings.

Awomolo expressed his appreciation to the judge, lamenting that it was a very unfortunate day.

Meanwhile, Kanu has been returned to the DSS custody.
