Plan of salvation from the beginning.
Introduced by John the Baptist
John did baptize in the wilderness, and preach the baptism of repentance for the remission of sins. and preached, saying, There cometh one mightier than I after me, the latchet of whose shoes I am not worthy to stoop down and unloose. I indeed have baptized you with water: but he shall baptize you with the Holy Ghost.
Mark 1:4, 7-8
Jesus fully endorsed what John the Baptist said calling him the greatest prophet.
and Jesus talks about the same things
and (Jesus) saying, The time is fulfilled, and the kingdom of God is at hand: repent ye, and believe the gospel.
Mark 1:15
When therefore the Lord knew how the Pharisees had heard that Jesus made and baptized more disciples than John, (though Jesus himself baptized not, but his disciples,)
John 4:1-2
He that believeth and is baptized shall be saved; but he that believeth not shall be damned.
Mark 16:16
Jesus answered, Verily, verily, I say unto thee, Except a man be born of water and of the Spirit, he cannot enter into the kingdom of God.
John 3:5
But the Comforter, which is the Holy Ghost, whom the Father will send in my name, he shall teach you all things, and bring all things to your remembrance, whatsoever I have said unto you.

Luke 24:49
and, being assembled together with them, (Jesus) commanded them that they should not depart from Jerusalem, but wait for the promise of the Father, which, saith he, ye have heard of me. For John truly baptized with water; but ye shall be baptized with the Holy Ghost not many days hence.
Acts 1:4-5
But ye shall receive power, after that the Holy Ghost is come upon you: and ye shall be witnesses unto me both in Jerusalem, and in all Judæa, and in Samaria, and unto the uttermost part of the earth.
Acts 1:8
And it shall come to pass, that whosoever shall call on the name of the Lord shall be saved.
Acts 2:21
Now when they heard this, they were pricked in their heart, and said unto Peter and to the rest of the apostles, Men and brethren, what shall we do? (How do we call on the name of the Lord?) Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost.
Acts 2:37-38
This is a consistent message throughout the gospels and Acts
John the Baptist's statement about Holy Spirit baptism is repeated 6 times.
When Paul's letter were written decades later Paul Peter and the rest were in agreement about what to preach for salvation.
And I went up by revelation, and communicated unto them that gospel which I preach among the Gentiles, but privately to them which were of reputation, lest by any means I should run, or had run, in vain. but contrariwise, when they saw that the gospel of the uncircumcision was committed unto me, as the gospel of the circumcision was unto Peter; and when James, Cephas, and John, who seemed to be pillars, perceived the grace that was given unto me, they gave to me and Barnabas the right hands of fellowship; that we should go unto the heathen, and they unto the circumcision.
